Fiscal Note
This Agreement provides for the City and County to use each other's training centers at no cost to either party. In anticipation of this Agreement, the 2013 Police Department Operating Budget includes neither funding to pay Dane County nor revenue to be received from Dane County.

Authorizing the Mayor and City Clerk to sign an Intergovernmental Agreement for use of space at the Dane County Law Enforcement Training Center by City of Madison Police Department and use of space at the City of Madison Police Training Center by Dane County Sheriff Office.
Body
WHEREAS, the City (Madison Police Department) has entered into an Intergovernmental agreement with Dane County (Dane County Sheriff) for use of the Dane County Law Enforcement Training Center that expires on December 31, 2012; and,
WHEREAS, in 2011 the City of Madison Police Department remodeled and constructed a facility that includes classrooms, DAAT room, Scenario Room, and new 12 lane indoor range; and,
WHEREAS, representatives from the City and County recently negotiated an agreement whereby both parties have agreed to "swap time for time" for utilization of each other's training centers; and,
WHEREAS, utilization of the Dane County Law Enforcement Training Center is essential in maintaining training and certification requirements for City law enforcement personnel; and,
WHEREAS, the reciprocal use of each other's training centers will be for the mutual benefit of the City and the County and its law enforcement agencies; and,
WHEREAS, this Intergovernmental Agreement provides that the reciprocal use of the training centers will be at no cost to each party; and,
WHEREAS, this Intergovernmental Agreement, if signed, will expire December 31, 2013.
NOW THEREFORE BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign an Intergovernmental Agreement, in a form approved by the City Attorney and Risk Manager, for the reciprocal utilization of the Dane County Law Enforcement Training Center by the Madison Police Department and the Dane County Sheriff's Office use of the City of Madison Police Training Center.
