Fiscal Note
The proposed resolution authorizes a contract for continued project development and engineering services associated with North South Bus Rapid Transit. The City previously authorized a contract for up to $7 million with AECOM Technical Services, Inc. The proposed resolution will continue these services through an extension of the existing agreement or a new agreement. The resolution would increase the contract cost by $6 million for a not to exceed amount of $13 million. The contract will be funded by existing appropriations within the North-South Bus Rapid Transit capital program in the Transportation Department budget. No additional appropriations required.

Authorizing the City to execute a contract with AECOM Technical Services, Inc., for continued project development and other engineering services associated with N-S Bus Rapid Transit and authorizing expenditure of an additional $6,000,000 for the services.
Body
WHEREAS, the 2013 Madison Transit Corridor Study identified both an East-West and a North-South Bus Rapid Transit Corridor; and
WHEREAS, Madison’s 2018 Imagine Madison Comprehensive Plan illustrated a future North-South Bus Rapid Transit Corridor Phase; and
WHEREAS, Metro Transit’s Transit Network Redesign study and project further identified a high frequency North-South corridor, Line B, as a critical component in providing high frequency transit service to Madison’s north and south sides; and
WHEREAS, the Common Council and Mayor, recognizing the need for high quality transit service to Madison’s North and South sides, incorporated $7 million in the 2023 Capital Budget for design and consulting services associated with the North-South Bus Rapid Transit Corridor; and
WHEREAS, the Department of Transportation/Metro Transit issued a request for qualifications for project development consultant services on the North-South Bus Rapid Transit Corridor, with AECOM Technical Services, Inc. being the selected consultant in an open and competitive process; and
WHEREAS, AECOM Technical Services, Inc. has satisfactorily performed similar services for Bus Rapid Transit Projects in other cities; and
WHEREAS, The City entered into a contract with AECOM Technical Services, Inc. in May 2023 to perform services based on the request for qualifications as authorized by RES-23-00220; and
WHEREAS, AECOM Technical Services, Inc. has performed services under the May 2023 contract to the satisfaction of the Department of Transportation/Metro Transit; and
WHEREAS, the contract between the City and AECOM Technical Services, Inc. is set to expire May 25, 2026; and
WHEREAS, the Department of Transportation/Metro Transit wish to contract to receive services from AECOM Technical Services, Inc. based on the original request for qualifications through 2030; and
WHEREAS, existing budget authority from the 2024 and 2025 capital budget authorizations are sufficient to support the additional $6 million in services; and
WHEREAS, the the Mayor and City Clerk are authorized by RES-23-00220 to execute contract(s) for professional design and engineering services from AECOM Technical Services, Inc. for project development activities for the entirety of the North-South project; and
WHEREAS, RES-23-00220 authorized a maximum contract value that may exceed current budget authority, but the sum of all purchase orders under may not exceed total budget authority at the time of issuance.
NOW, THEREFORE, BE IT RESOLVED that the total costs allowed under the contract(s) with AECOM Technical Services, Inc. are hereby increased by $6 million for continued project development, engineering, and other services set forth in the request for qualifications.
BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute related documents in a form approved by the City Attorney.
