The proposed resolution authorizes a $428,545 contract for predesign and schematic design services for the Metro Satellite Facility planned for the Nakoosa Trail location. The 2017 Adopted Capital Budget anticipates the continued planning for the new location in 2017 with construction beginning in 2018. This timeline is contingent on federal funds which are not yet secured.

Authorizing the Mayor and City Clerk to enter into an agreement with RNL Design Inc. to provide professional predesign and schematic design architectural and engineering design services for the Metro Transit Nakoosa Trail Satellite Bus Facility in the amount of $428,545.
Body
WHEREAS the 2016 Capital Budget included an amount of $1,500,000 in the Metro Satellite Bus Facility project, an architect consultant must be hired to design this project; and,
WHEREAS the total contract compensation for architectural and engineering design services for RNL Design Inc. is $428,545; and,
WHEREAS the project is the development and preparation of architectural and engineering predesign services and schematic design services including space programming and equipment programming, master site planning, schematic design, and construction cost estimating services for the design and construction of a new building, including site development and equipment planning, for the Madison Metro Transit Satellite Bus Facility located at Nakoosa Trail and Commercial Avenue in Madison, Wisconsin; and,
WHEREAS the Metro Transit Satellite Bus Facility will accommodate new bus storage of regular 40’ and 60’ articulated buses (50-70 total buses) to meet requests for increased service, including bus rapid transit, and will relieve overcrowding at the current East Washington Avenue facility; it will include areas for bus storage, bus wash, maintenance and repairs, parts and materials, operations, administration offices and support spaces; and,
WHEREAS the design of the Metro Satellite Bus Facility will include areas for a training center with classrooms that will accommodate up to 50 students with dedicated audio and video equipment and storage spaces, the training center will be designed to support the entire Metro Transit operations training needs; and,
WHEREAS the Metro Satellite Bus Facility operational program will include preventative maintenance, running repair, and vehicle service to ensure that every vehicle is reliable, safe, clean, efficient, and comfortable; vehicle service will include fueling, vacuuming, interior cleaning and exterior cleaning of each bus; and,
WHEREAS the Metro Satellite Bus Facility project will focus on a building design that incorporates fueling infrastructure for all electric buses to accommodate future zero emissions vehicles; and,
WHEREAS RNL Design Inc. located at 1050 17th Street, Suite A200, Denver, Colorado, has been selected through the “Request for Qualifications” process and “Final Interview” process, and is the final selected candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with APM No. 3-3 of Administrative Procedure Memorandum; and,
NOW, THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for purchase of services, in a form to be approved by the City Attorney, with RNL Design Inc. to provide professional predesign and schematic design architectural and engineering design services for the Metro Transit Nakoosa Trail Satellite Bus Facility.
