Authorizing a contract for GeoAnalystics, Inc for GIS Assistance.
Body
WHEREAS, the City of Madison's Geographic Information System (GIS) environments are critical to many projects the City is undertaking, such as Enterprise Land and Asset Management (ELAM), a new Assessment and Property Listing System, an Enterprise Resource Planning (ERP) system, and web-mapping to name a few; AND
WHEREAS, our GIS environments have evolved to the point that we need assistance in ensuring they are structured to meet these demands for the City as an enterprise, and for specific project needs as well; AND
WHEREAS, resolving these issues are critical to the continued success of the ELAM project, currently being implemented under a multi-phase $2.6 million contract with Accela, Inc.; AND
WHEREAS, this is a cooperative inter-agency effort involving Public Works, Planning, Metropolitan Planning Organization, and City Information Technology; AND
WHEREAS, there is a need to consider interoperability with Dane County on GIS Information sharing for at least the ELAM and Assessment and Property Listing projects; AND
WHEREAS, GeoAnalytics, Inc. is capable of providing services to help us inventory our GIS holdings and overall City business data needs and workflows in order to develop a complete database design, assist with data and GIS standards development, and potential GIS staffing needs; AND
WHEREAS, GeoAnalytics, Inc. is a Madison-based company, has experience with other government entities providing this type of assistance, has experience working with Accela, has worked with Dane County on its GIS environment, and has the resources available to help us in a timely manner; AND
WHEREAS, in working through the current ELAM project with Accela it has become apparent that these services are necessary in order to continue that project according to schedule, because significant staff resources that have been allocated and scheduled with the many agencies and operations that are a part of it; AND
WHEREAS, under sec. 4.26(4)(b), of the Madison General Ordinances if the aggregate amount of the fee for services exceeds $25,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and be approved by the Common Council; AND
WHEREAS, the proposed contract with GeoAnalytics, Inc. meets the "public exigency" exception to the bidding process in section 4.26(4)(a)1, for the reasons described above.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a Contract with GeoAnalytics, Inc. for the purposes described above, at a cost not to exceed $80,000.00.
