Fiscal Note
The proposed resolution authorizes an amendment to contract #8471 between the City of Madison and KL Engineering, Inc. for additional design engineering services for John Nolen Drive for an estimated amount of $40,686. The additional design services are to replace an existing deteriorating culvert pipe beneath the Wingra Creek Path. The original contract was approved via RES-20-00651 (Legistar #61931) on September 15, 2020 in the amount of $2,345,000. RES-24-00045 (Legistar #81410) amended the contract on January 23, 2024 to add $614,500 for additional roadway, bridge, and multi-use path additional design engineering services. RES-26-00088 (Legistar #91834) on amended the contract on February 24, 2026 for additional design services following public input in the amount of $466,000. Total funding for the project as amended and proposed amendment is $3,466,400. Funding for the project, including the proposed amendment is available in the 2026 Adopted Engineering - Major Streets Capital Budget in the John Nolen Dr project (Munis #11860). No additional appropriation is required.

Body
The City of Madison is currently reconstructing John Nolen Drive from E. Lakeside Street to Olin Avenue in 2028. The project includes reconstruction of the roadway, John Nolen/Lakeside Street Intersection, traffic signal, lighting & stormwater facilities. The City has entered into an agreement with KL Engineering, Inc. (contract #8471) for design engineering services (RES-20-00651).
The project has been presented to the public for input at public information meetings, the City’s website & online surveys.
From the development of the final plans through public input, the City Engineer recommends that additional design services be undertaken:
1. Provide additional structural design services associated with replacing the existing deteriorating culvert pipe beneath the Wingra Creek Path, which extends through the existing sheet pile wall and discharges into Wingra Creek. Additional services include project meetings, BOS coordination and obtaining structural number (R-13-0017), SSR preparation, and preliminary/final structural design plan details (railing, sheet pile wall, etc.) for the John Nolen Drive (Phase 2) project segment.
NOW, THEREFORE, BE IT RESOLVED, that that the Mayor and City Clerk are hereby authorized to execute an Amendment to the contract between the City of Madison and KL Engineering Inc., for additional design engineering services for John Nolen Drive.
