Fiscal Note

The proposed resolution authorizes the City to apply for and accept a grant from the State of Wisconsin Department of Natural Resources Municipal Flood Control Grant Project for the West Towne Pond project, and, if awarded, amends the 2026 Adopted Stormwater Utility Capital Budget by the grant award amount, up to $600,000 in the Citywide Flood Mitigation program (MUNIS 11513). Funding is provided in the 2026 Adopted Stormwater Utility Capital Budget in the Citywide Flood Mitigation program.

Body

WHEREAS, the City of Madison Engineering - Stormwater Utility will be conducting project for flood mitigation and water quality improvements at the West Towne Ponds on Mineral Point Road (the “Project”); and

 

WHEREAS, the State of Wisconsin Department of Natural Resources oversees the Municipal Flood Control Grant Program, offering up to $600,000 for certain municipal flood control projects; and,

 

WHEREAS, the Project is eligible for funding under the aforementioned grant program, and the City is interested in applying for and accepting such funds if awarded; and,

 

WHEREAS, the City is willing and able to carry out all activities described in the state grant application is required as part of the application; and

 

WHEREAS, the City of Madison Stormwater Utility has declared its intent to conduct the Project as described in the application; and

 

WHEREAS, if the grant is awarded, the City will allow employees from the Department of Natural Resources access to inspect the Project site; and

 

WHEREAS, the City will maintain records documenting all expenditures made during the Municipal Flood Control Grant project; and

 

WHEREAS, the City will submit a final report to the Wisconsin Department of Natural Resources which describes all Municipal Flood Control Grant project activities, achievements and data collected, and documentation of the project costs.

 

NOW, THEREFORE, BE IT RESOLVED, that the City of Madison requests the funds and assistance available from the Wisconsin Department of Natural Resources under the Municipal Flood Control Grant Program and will comply with the state rules for the program if awarded the grant; and

 

BE IT FURTHER RESOLVED, that the Engineering Division, after consultation with the City Attorney, is authorized, on behalf of the City, to apply for a grant of up to $600,000 through the Wisconsin Department of Natural Resources Municipal Flood Control Grant Program and sign all application materials; and,

 

BE IT FURTHER RESOLVED, that, if awarded the grant, the Mayor and City Clerk are authorized to enter into a grant agreement with the State of Wisconsin Department of Natural Resources, in a format approved by the City Attorney; and,

 

BE IT FURTHER RESOLVED that the City Engineer, or designee, is authorized to act on behalf of the City to sign documents, and take necessary action to undertake, direct and complete the Project, after consultation with the City Attorney where appropriate; and

 

BE IT FINALLY RESOLVED, that, if the grant is awarded, the 2026 Adopted Stormwater Utility Capital Budget shall be amended to appropriate the grant award and corresponding expenditures in the amount of the grant funds awarded, up to $600,000.
