*4 - These are the additional funds required and not previously approved by the Common Council. The funds cover state administration fees, state work for soil borings, state work for hazardous soils investigations, and state bridge design work.

Preamble
On July 15, 2003, the Common Council approved resolution number 60721, ID number 34363 which provided for the Mayor and City Clerk to enter into a Project Agreement with the Wisconsin Department of Transportation (WDOT) for East Washington Avenue. The Project Agreement defines the cost sharing arrangement for the design project. This project agreement covered the Environmental Assessment for the East Washington Avenue Reconstruction from Blair Street to Thierer Road, the final design of segments one, two and five, and real estate acquisition for segment one. The design work is being accomplished through a separate contract between the City, WDOT, and the HNTB Corporation (HNTB Contract) and those costs are reflected in this agreement. In addition, certain design services are preformed by the WDOT and also reflected in the agreement.
The agreement is being amended to reflect amendments that have been approved by the Common Council to the HNTB Contract following the execution of the original Project Agreement and to add design services required for East Washington Avenue Segments 3 and 4.
The majority of the costs shown in this resolution have been previously authorized. Cost not yet authorized cover the WDOT contract administration fees for segments 3 and 4, work preformed by the WDOT soils unit for soil borings, work preformed by the WDOT environmental unit for hazardous soils investigations, and the work preformed by the WDOT Central Office Bridge Section for bridge design.
NOW THEREFOR BE IT RESOLVED that the Mayor and City Clerk are here by authorized to execute an amendment to the present agreement with the Wisconsin Department of Transportation for the Design of East Washington Avenue from Blair Street to Thierer Road and the right of way acquisition for segment one (Blair Street to Dickinson Street)
