Fiscal Note
City funding of $25,000 is currently available in the Municipal Art Fund capital project (PCED 2010 adopted capital budget, project no. 2, "Municipal Art Fund," Acc't No. 810427).  It is anticipated that most expenditures will not be made until 2011.  However, the Municipal Art Fund project does not currently include authorization for the expenditure of $75,000 in proceeds derived from private fundraising.  This authority will need to be included in the 2011 PCED capital budget, subject to Council approval.

Body
WHEREAS, the Common Council adopted the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the Framework (Resolution, I.D. 30476) on March 19, 2002; and
 
WHEREAS, the Framework proposes that Madison Arts Commission work closely with private capital project developers, particularly those initiatives significantly impacting Madison's public realm; and
 
WHEREAS, the Framework suggests that establishing community partnerships will allow the Madison Arts Commission to work with private developers to engage artists in shaping the landscape and roadways for proposed initiatives within the City. The dual role of Madison Arts Commission in this dimension of Public Art in City Building is of advocacy and public art project management; and
 
WHEREAS, the City has been investing in updates around the outside of the Capitol Square, including new bus shelters, sidewalks, planters, benches, landscaping and ornamental lighting; and
 
WHEREAS, on April 21, 2010 the Common Council passed a resolution (legislative file ID 17906) accepting funding from the Rotary Club of Madison towards improvements including granite benches and bronze planters for a public plaza at North Pinckney Street and the Capitol Square; and
 
WHEREAS, on May 11, 2010 the Madison Arts Commission considered a presentation by the Rotary Club of Madison and the Madison Children's Museum asking for support and partnership in creating a public art project at North Pinckney Street and the Capitol Square, and the Madison Arts Commission passed a motion agreeing to administer the public art component of the public plaza; and
 
WHEREAS, on June 8, 2010 the Madison Arts Commission passed a motion to seed the project with $25,000 from the Municipal Art Fund with the expectation of additional private fundraising of no less than $75,000; and
 
WHEREAS, the City's adopted 2010 Capital Budget identified a public art project at this location as an anticipated expenditure; and
 
WHEREAS, final City acceptance of the public art piece will be through a resolution adopted by the Common Council and will also provide for a maintenance endowment; and
 
WHEREAS, the Rotary Club of Madison has committed to providing the $4,500 design fee for artist proposals and model development; and
 
WHEREAS the Rotary Club of Madison will work with the Madison Children's Museum to raise additional funding for the project; and
 
WHEREAS, the Madison Arts Commission and the Department of Planning and Community and Economic Development will issue a Request for Qualifications to seek qualified artists to submit statements of interest and qualifications as the first step in the selection process; and
 
WHEREAS, the selection committee will review submitted qualifications and choose up to three artists or teams of artists as semi-finalists to prepare proposals for the project; and
 
WHEREAS, the selected semi-finalists will prepare design concepts to be submitted to the selection committee; and
 
WHEREAS, as the Public Art Framework and Field Guide requires public input and information sharing as part of all major public design projects, a broad spectrum of the community will be invited to open meetings throughout the selection process.
 
NOW, THEREFORE BE IT RESOLVED, that the Madison Arts Commission is hereby authorized to administer a public art process for a site at the corner of North Pinckney Street and the Capitol Square.
 
BE IT FURHER RESOLVED, that the Madison Common Council authorizes the Department of Planning and Community and Economic Development to apply for grant funding for this initiative.
 
BE IT FURTHER RESOLVED, that if awarded grant funding for this initiative, the City of Madison is authorized to accept funding and the Mayor and the City Clerk are authorized to execute related grant agreements.
 
BE IT FURTHER RESOLVED, that the North Pinckney Street Plaza Selection Committee is hereby established and shall include seven members as follows: one Rotary Club of Madison representative, one Madison Children's Museum representative, one Madison Arts Commission representative, one adjacent property owner, one public art professional, one downtown resident, and one City Council member.
 
BE IT FURTHER RESOLVED, that members of the Selection Committee shall be appointed by the Mayor and confirmed by the Common Council.
 
BE IT STILL FURTHER RESOLVED, that the North Pinckney Street Plaza Selection Committee shall make a recommendation to the Madison Arts Commission on the selection of the final design.
 
BE IT FINALLY RESOLVED, that the Madison Common Council must approve the final design and authorize the execution of a contract with the selected designer prior to work commencing on this piece.
