Preamble
 
The Hanson Neighborhood Plan and the Rattman Neighborhood plan call for the realignment of the Portage Road Bridge now traversing the interstate in a north-south direction to an alignment more east-west and in line with Hanson Road.  American Family Insurance has platted the lands east of the interstate consistent with the Rattman Neighborhood Plan and has requested the project to construct a new overpass.  The Wisconsin Department of Transportation has prepared plans for the Portage Road (Hanson Road) Overpass of I 39/90/94 consistent with the neighborhood plans.  
 
The Wisconsin Department of Transportation has agreed to fund the majority of the cost of the bridge, American Family has agreed to construct the east approach to the bridge including a roundabout on the east side.  The City of Madison will construct the west approach and acquire any needed right of way on the west side of the interstate.  The City of Madison will resurface Hanson Road from Portage Road to Manufacturers Drive with the project.  
 
The existing bridge is a narrow 2 lane bridge with no space for bicycles or pedestrians.  Development east of I 39/90 in recent years has increased the need for bike facilities on the bridge and the new alignment of the bridge will better serve the development east of the Interstate.  
 
The proposed plan is to remove the existing bridge and construct a new two lane bridge with bike lanes and sidewalks.  Hanson Road will connect into Eastpark Blvd on the east side and form a tee intersection with Portage Road to the north where a roundabout will be constructed.  A tee intersection will be constructed on the west side where Portage Road from the south will connect with Hanson Road.  
 
The bridge is funded with a combination of local funds and state/federal funds.  The state / federal funds will cover the majority of the cost of the bridge.  Modest aesthetic improvements will be incorporated into the project using Community Sensitive Design (CSD) Funds.  The City of Madison is responsible for 100% of the cost of CSD funded items in excess of $95,000.   
 
The construction is planned for 2008.  
 
Now Therefore be it resolved that the plans and specifications for the Portage Road (Hanson Road) Overpass and Approaches over I 39/90/94 are hereby approved, and
 
Be it further resolved that the Mayor and City Clerk are hereby authorized to enter into agreements with the Wisconsin Department of Transportation for the Hanson Road Overpass and Approaches, and
 
Be it further resolved that the Mayor and City Clerk are hereby authorized to enter into an amendment to the present agreement for the American Center Plat Hanson Addition with the American Family Mutual Insurance Company for construction of the east approach to the Portage Road (Hanson Road) Bridge, and
 
Be it further resolved that the that the Board of Public Works be and is hereby authorized to advertise and receive bids for the west approach to the Hanson Road Bridge.
