Fiscal Note

The proposed resolution authorizes a one-year, non-competitive service contract with Thin Line Psychological Services. The contract will not exceed $120,000 and is grant funded through the EMS Funding Assistance Program (Munis #15744). Funding for the contract is available in the 2026 Adopted Madison Fire Department's Operating Budget. No additional appropriation is required.

Body

The City of Madison Fire Department  aims to assure we are providing the best possible care to our community by ensuring our providers are in the best health to do so. Thin Line Psychological Services, located in Delafield, Wisconsin, is an agency that is specifically trained in public safety psychological services. They provide mental health wellness check ups and follow up visits, both in person and virtually, providing maximum access to our first responders. They are a respected and experienced organization that has a strong reputation for trusted support within the statewide public safety community. They can provide a service for and trust of first responders, and the opportunity for sustained success and engagement of our members relies upon their comfort and trust in these providers, something that has been long needed for the MFD.

 

WHEREAS, in 1989, Wisconsin Act 102 created the original Emergency Medical Services (EMS) Funding Assistance Program (FAP) to provide supplemental funding for emergency medical services for equipment and training. The EMS FAP funding is distributed by Wisconsin Department of Health Services and includes funding for both Support and Improvement of EMS under Wis. Stat. § 256.12(4) and EMS Practitioner and Emergency Medical Responder Training and Examination Aid under Wis. Stat. 256.12(5);

 

WHEREAS, RES-25-00300 File ID 87874 amended the 2025 adopted operating budget for the Madison Fire Department to accept $864,524.68 in State funding from the Wisconsin Department of Health Services for the Emergency Medical Services Funding Assistance Program, and

 

WHEREAS, the Wisconsin Department of Health Services has provided approval that will allow MFD to use up to $120,000 of EMS FAP funding for a one-year service contract with Thin Line Psychological Services,

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a non-competitive service contract between the City of Madison and Thin Line Psychological Services for the provision of mental health wellness check-ups and follow-up visits for Madison Fire Department personnel;

 

BE IT FURTHER RESOLVED, that the service contract will be for one year, starting on the date of final signatures, with final invoicing based on the actual number of wellness check-ups and follow-up visits and not to exceed $120,000;

 

BE IT FINALLY RESOLVED, that the service will be evaluated to assure that Madison Fire Department personnel are experiencing the anticipated benefit of the services.
