Fiscal Note
The Common Council previously approved Resolution #00290 on February 1, 2005 that commits up to $10,000 of existing Allied and Emerging Neighborhood Funds in support of the Task Force.  The Common Council will need to approve any specific expenditure recommended in the strategies.  Depending on those recommendations and approvals, future Council action may or may not have an impact on revenues or the local expenditure restraint program limits.

Body
WHEREAS the Mayor's Office has worked diligently with the Mayor of Fitchburg, the Dane County Executive, the Madison Public Schools, residents and community groups to outline vision for the Allied neighborhood , and has asked for comments from a number of City policy groups,
 
WHEREAS the Mayor has formed an Allied staff team with several sub-teams to forge action steps to implement portions of the Vision and related plans, such as the Physical Development Plan, a housing strategy and a community facilities strategy,
 
WHEREAS the Mayor issued a request for qualifications that produced nine proposals from public and private groups willing to work with the City on various aspects of Allied improvement,
 
WHEREAS City staff and elected officials have met with neighborhood residents and stakeholders on over twenty occasions over the last several years to hear from neighborhood residents, to inform them of pending issues and activities, and to encourage their participation in various ways in city decision processes,
 
NOW THEREFORE BE IT RESOLVED that the Common Council establish an ad hoc Task Force on Allied Strategies to make recommendations to the Mayor and the Common Council regarding the Mayor's Vision for Allied and any other focused sets of strategies, phases, and potential resources to help improve the Allied neighborhood in the next five years.
 
BE IT FURTHER RESOLVED that the ad hoc Task Force shall consist of 13 members and three alternates appointed by the Mayor and confirmed by the Council no later than April 22 2005, and composed of the following membership:
 
- Three residents of the Allied community;
- A property owner in the Allied area;
- The Alder of the District;
- The County Board Supervisor of the District;
- A City of Madison Mayoral designee;
- A designee of the County Executive;
- A designee of the Mayor of Fitchburg;
- A designee of the Madison Metropolitan School District Superintendent and a designee of the Verona School District Superintendent
- Two representatives of community groups active in the area.
 (Three additional residents to serve as alternates to the three voting members indicated above).
 
BE IT FURTHER RESOLVED THAT the ad hoc Task Force will cover the following issues in its recommendations to the Mayor and the Common Council:
 
a) Strategies to build on the current people, business, institutional and natural assets of the Allied area to improve the area as a safe, healthy, well-housed neighborhood with a mixture of incomes and tenure, with access to educational, employment, human and recreational services
 
b) Phasing of the major steps in these strategies over the next five-year period;
 
c) Identification of the potential costs and potential private and public resources likely to be available to support these strategies over a sustainable period of time;
 
d) other steps that business, private groups, and civic groups could take to strengthen the neighborhood area over time.
 
BE IT FURTHER RESOLVED THAT the Task Force may an initial interim report to the Mayor and the Council by the first Council meeting in June, and complete its work on the report by August 2005;
 
BE IT FURTHER RESOLVED THAT the Task Force may serve as an information forum for additional or parallel initiatives in this area during the period of its existence.
