Resolution ID 02569, adopted by the Madison Common Council on January 17, 2006, authorized initiation of a Preliminary Engineering (PE)/National Environmental Policy Act (NEPA) study.  City planning staff estimate that the PE/NEPA process will require two years to complete - at an estimated cost of $4 million.  Funding sources for the PE/NEPA study are a combination of Federal ($2 million) and State ($2 million) funds.
 
This resolution authorizes the acceptance of the federal funds, establishes a special revenue fund and a budget for the project, and authorizes Madison Metro to administer the funding.
 
The Transport 2020 PE/NEPA project represents the next step toward ultimately significant potential impacts on future City capital and operating expenses.  The recommendations of the Transport 2020 report provide for the implementation of a regional transportation system over the next 5 to 20 years.  The recommended Transport 2020 system includes improvements to local bus services and establishment of new regional bus services, park-and-ride lots, streetcars, and commuter rail services.  The report estimates that implementation of the initial Start-Up System (which includes commuter rail and express bus) will require capital expenditures of  $242 million.  In addition, annual operating costs of the system are estimated to be $40 million (which includes costs of all local transit services).  Costs will be borne by a mix of Federal, State and Local dollars.  Future extensions of the initial Start-Up System may have additional impacts to City finances.
 
Planning staff resources will be reallocated to provide support for the Task Force without the need for additional expenditure.  Any future expenditures associated with the project will require further Council approval.

PREAMBLE
 
On January 21, 2003, Resolution ID 32817 was adopted by the Madison Common Council.  This resolution received the Transport 2020 Alternatives Analysis for the Dane County/Madison Metropolitan Area and endorsed the recommendations contained in the Final Report as a component of the City's strategy for addressing future transportation system planning and development.  Further, Resolution ID 32817 authorized moving forward to the next phase of the implementation process - the Preliminary Engineering (PE) and National Environmental Policy Act (NEPA) environmental documentation process.
 
The Transport 2020 project is being jointly sponsored by the City of Madison, Dane County and the Wisconsin Department of Transportation (WisDOT).  Other entities strongly supporting the Transport 2020 project include the Madison Area Metropolitan Planning Organization (MPO), the University of Wisconsin, the Madison Area Chamber of Commerce and many other local units of government (e.g., City of Middleton, City of Fitchburg, Village of Shorewood Hills).
 
The long-term transportation system vision proposed in Transport 2020 is a multi-modal system consisting of commuter rail, electric streetcars, express bus services, park-and-ride lots and improvements to local bus service.  This "Full System" transit vision will represent significant progress toward meeting the regional transportation, economic development and growth management goals established at the outset of the Transport 2020 project.
 
The first piece of this long-term transit vision to move forward will be a 13-mile commuter rail line - service that will also be supplemented by new express bus service, park and ride facilities and improved local bus services.  This "Start-Up System" project is the first phase of an integrated multi-modal transit system for Madison and Dane County.  Extensions of this system to serve many communities in Dane County are anticipated over time.
 
WHEREAS, the total cost of the PE/NEPA contract is $4.0 million.  Federal Transit Administration (FTA) funds will fund $2.0 million of the total cost of the contract, and the remainder of the necessary funding ($2.0 million) will be provided by the Wisconsin Department of Transportation; and,
 
WHEREAS, on January 17, 2006, the Madison Common Council adopted Resolution ID 02569, which authorized the Transport 2020 project and the hiring of the consultant team of HNTB, et al., and entering into an intergovernmental agreement with WisDOT and Dane County; and,
 
WHEREAS, the City of Madison, in partnership with Dane County and the Wisconsin Department of Transportation awarded the consultant team of HNTB, et al. the contract to conduct the Preliminary Engineering and NEPA environmental documentation project; and,
 
WHEREAS, the City of Madison, Dane County and the Wisconsin Department of Transportation have entered into an agreement stipulating the financial and administrative responsibilities of participating agencies; and,
 
WHEREAS, Madison's Congressional delegation has secured three separate federal appropriation bill earmarks, FTA has been delegated authority to award Federal financial assistance for the Transport 2020 project and will impose certain administrative obligations upon the City of Madison; and
 
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF MADISON:
 
1.      That the Transit General Manager is authorized to file the appropriate documentation with FTA and accept the FTA and WisDOT funds on behalf of the City of Madison for Federal assistance authorized by Title 23 and Chapter 53 of Title 49, United States Code, or other Federal Statutes authorizing the above-mentioned projects set forth in the preamble and administered by FTA.
 
2.      That the Transit General Manager is authorized to execute and file the annual certifications and assurances and other documents FTA requires associated with the financial assistance grant.
 
3.      That the Mayor and City Clerk are authorized to execute grant agreements for the aforementioned applications.
 
4.      That the Comptroller is authorized to establish a special revenue fund for this project (SG67) and Madison Metro is authorized to administer and approve the receipt and expenditure of funds for this project according to the following budget:
