Fiscal Note
The proposed resolution authorizes a noncompetitive service contract of $150,000 to President and Fellows of Harvard College, acting on behalf of the Taubman Center for State and Local Government at the Harvard Kennedy School. The contract will provide for an evaluation of the Community Alternative Response Emergency Services (CARES) Program and will be funded by a City of Madison award to Public Health Madison Dane County of American Rescue Plan Local Fiscal Recovery (ARPA) funds. No appropriation is required.

A Resolution authorizing a noncompetitive service contract of $150,000 of American Rescue Plan Local Fiscal Recovery Funds to President and Fellows of Harvard College, acting on behalf of the Taubman Center for State and Local Government at the Harvard Kennedy School and authorizing The Board of Health for Madison and Dane County on behalf of Public Health Madison and Dane County to sign an agreement with them for the evaluation of the Community Alternative Response Emergency Services (CARES) Program
Body
WHEREAS the City of Madison agreed to award Public Health Madison Dane County $150,000 of American Rescue Plan Local Fiscal Recovery (ARPA) funds for the purpose of evaluating the Community Alternative Response Emergency Services (CARES) program; and
WHEREAS, awarding the funds in this way is consistent with the allowable uses for ARPA local fiscal recovery funds because it is in alignment with Expenditure Category 3 - Services to Disproportionately Impacted Communities 3.13 Social Determinants of Health; and
WHEREAS, Public Health Madison and Dane County would like to contract with the President and Fellows of Harvard College, acting on behalf of the Taubman Center for State and Local Government at the Harvard Kennedy School for this evaluation, based on their experience and expertise in this work; and
WHEREAS, under local purchasing policies, services over $50,000 that were not selected with a competitive process must be approved by the Common Council and this contract fits the exception under MGO sec. 4.26(4)(a)2., “the service required is available from only one person or firm” for the reasons stated in the attached Noncompetitive Selection Form; and
WHEREAS, the organization is strongly encouraged, when conducting procurement with this federal funding, to take all necessary affirmative steps to assure that minority businesses, women’s business enterprises and other disadvantaged and targeted businesses; and
WHEREAS the goals of the CARES program are to reduce patient contact with police and emergency rooms, provide patients with help specific to their needs, and connect patients with additional supportive services in the
Community; and
WHEREAS, the President and Fellows of Harvard College, acting on behalf of the Taubman Center for State and Local Government at the Harvard Kennedy School will be required to agree to federal terms and conditions and will be monitored as a recipients of federal ARPA funding as required by federal regulation and US Treasury Guidance;
NOW, THEREFORE BE IT RESOLVED, the Common Council approves the President and Fellows of Harvard College, acting on behalf of the Taubman Center for State and Local Government at the Harvard Kennedy School as a subrecipient of $150,000 in ARPA state and local fiscal recovery funds, and authorizes Public Health to negotiate a non-competitive agreement with Harvard Kennedy School for the purposes described above, and the Public Health Director is authorized to sign the appropriate agreement(s) in a format approved by the City Attorney; and
BE IT FINALLY RESOLVED, the Common Council approves updating the original ARPA subrecipient agreement between the City of Madison and the Board of Health for Madison and Dane County on behalf of Public Health Madison and Dane County executed on July 28, 2022 reflecting the vendor details above.
