Title
Authorizing the Mayor and City Clerk to enter into an agreement with OPN Architects to provide architectural programming and master site planning design services for the Madison Fire Department Dairy Drive Employee Development Center and Fire Station No. 14 Master Site Plan Study in the amount of $54,300.
Body
WHEREAS the project is the development of a master site plan study and site assessment that will identify long term development of future construction and site development activities of Lots 34/35/36/52/53 for the Madison Fire Department (MFD) Employee Development Center and Fire Station No. 14 located at Dairy Drive and Femrite Drive in Madison, Wisconsin; and,
 
WHEREAS this master site plan study and site assessment is necessary to provide a long term program and planning document that will establish the framework and key elements of the campus design including building structure placement, site circulation, parking areas, landscape features, stormwater management, and similar items for the combined Employee Development Center and Fire Station No. 14 project; and,
 
WHEREAS master site planning for the MFD Employee Development Center will need to include programming and site design for training features such as a training exercise building, a burn tower, a ventilation training structure, a backdraft training structure, a confined space structure, and similar training structures, additionally the master site plan will need to include miscellaneous future training props throughout the site with pavement drive access and locations of stormwater biofiltration basins; and,
 
WHEREAS the Employee Development Center master plan will include programming and site design for a new training exercise building that will support various indoor and outdoor training techniques and testing for fire company training and recruit training; and,
 
WHEREAS the master site plan study will include space programming and site design for Fire Station No. 14 that is currently planned to be located on Lots 52/53; and,
 
WHEREAS the Fire Station No. 14 will be programmed to provide spaces for living and sleeping quarters for a double company plus two officer quarters with living support spaces such as toilet and shower rooms, kitchen, dining, gym room, day room, laundry, and similar areas; and,
 
WHEREAS Fire Station No. 14 will include a community room with adjoining toilet room will be programmed for public use; and,
 
WHEREAS Fire Station No. 14 will be programmed to include additional space for visiting vehicles and visiting firefighters, and additional classroom spaces to provide ongoing academic training; and,
 
WHEREAS Fire Station No. 14 is currently planned to be designed in 2016 and constructed in 2017; and,
 
WHEREAS the scope of this project will include master planning design services for site improvements that will achieve LEED Certification-Silver following the U.S. Green Building Council's LEED for New Construction (LEED-NC) Rating System; and,
 
WHEREAS the total contract compensation for architectural and engineering design services for OPN Architects is $54,300; and,
 
Whereas, the 2015 Capital Budget includes Fire Department funding in account number 10393-30-140: 54668 in the budget amount of $75,000 for architectural and engineering consultant design services, an Architect consultant must be hired to design this project, and,
 
WHEREAS OPN Architects located at 301 Broom Street, Suite 100, Madison, Wisconsin, has been selected through the "Request for Qualifications" process and "Final Interview" process, and is the final selected candidate in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with APM No. 3-3 of Administrative Procedure Memorandum; and,
 
NOW, THEREFORE BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to enter into a contract for purchase of services, in a form to be approved by the City Attorney, with OPN Architects to provide professional architectural and engineering design services for the Madison Fire Department Dairy Drive Employee Development Center and Fire Station No. 14 Master Site Plan Study.
