I hereby submit, for your consideration and approval, the following citizen committee appointments.  Statement of Interest forms are on file for these appointees, where applicable.

 

*2/3 vote required for confirmation of non-city residents.

Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

 

 

BOARD OF HEALTH FOR MADISON AND DANE COUNTY

 

Joint appointment by the Mayor and the County Executive:

FRANCES HUNTLEY-COOPER, 5801 Roanoke Dr., Fitchburg, 53719 - appoint to the remainder of a three-year term to the position of County Resident Living Outside the City.  Ms. Huntley-Cooper is the Administrator for the Wisconsin Department of Workforce Development's Worker's Compensation Division.  Prior to that, she was a Social Work Supervisor for the Dane County Department of Human Services and a Foster Care Specialist for the Wisconsin Department of Health & Social Services.  She has extensive government experience, including serving two terms as an Alderperson and one term as Mayor for the City of Fitchburg.  She currently serves as Vice-Chair of the Madison Area Technical College Board of Trustees as well as President of Alpha Kappa Alpha Sorority, Inc. - Kappa Psi Omega chapter, which focuses on health care issues.  She succeeds William Sonzogni.

COMMITTEE ON COMMUNITY GARDENS

 

MELISSA E. GAVIN, 2420 Independence Ln. #212, 53704 (17th A.D.) - appoint to the remainder of a three-year term to the position of Citizen.  Ms. Gavin is the Executive Director of the State Environmental Leadership Program.  She is a fourth year gardener with Reindahl garden and has been involved with the Community Shares of Wisconsin, Wisconsin League of Conservation Voters and the Wisconsin Nonprofits Association.  She succeeds Mary Malischke.

JILL SCHNEIDER, 2413 E. Dayton St., 53704 (12th A.D.) - appoint to the remainder of a three-year term to the position of Citizen.  Ms. Schneider is a Project Analyst for Prime Alliance Solutions, Inc.  She has been a gardener at Troy Community Gardens since 2005 and currently serves as the Volunteer Community Gardens Coordinator.  She is also the Chair of the Troy Community Gardens Steering/Leadership Committee and has participated in Garden Leaders meetings sponsored by the Community Action Coalition's Food & Gardens Division.  She succeeds Antonio P. Colas.

JEREMY P. LEVIN, 1715 Hoyt St., 53726 (5th A.D.) - reappoint to a three-year term to the position of Citizen.  First Appointed 9-16-2013.

*SARAH K. REITER, 1600 Kohler Ct., Waunakee, 53597 - reappoint to a three-year term to the position of Citizen.  First Appointed 3-4-2008.

Rationale: Ms. Reiter has well-served this committee since first being appointed in 2008.  Ms. Reiter was formerly employed as Vice President of Downtown Madison, Inc. from 1998 until 2004 and acted as Executive Director of Madison's Central Business Improvement District. She worked with and reported to the Downtown Coordinating Committee in that capacity. In that role, she became familiar with downtown issues and was an effective problem solver. Sarah was also a downtown resident from 1998 until 2003, living within The First Settlement Neighborhood. She is currently employed downtown.

 

DONNA V. HURD, 7482 East Pass, 53719 (7th A.D.) - appoint to a three-year term to the position of Citizen.  Ms. Hurd currently holds the position of Second Alternate on this committee and has served since 10-6-2009. She succeeds Troy A. Thiel who did not seek reappointment.

*CARLOS GUICE, 709 Pirate Island Rd. #4, Monona, 53716 - appoint to the remainder of a three-year term to the position of EDC Representative or Economic Development Experience.  He succeeds Victor M. Arellano.

TERM EXPIRES: 6-4-2013

 

Rationale: Mr. Guice's skills, experience and expertise make him a uniquely qualified candidate for the MDC Board of Directors.  Mr. Guice is employed in the Madison offices of a nationally recognized CPA, accounting and consulting firm, Baker Tilly(formerly know as Virchow Krause). Mr. Guice provides consulting services to clients on a national basis in areas including HUD-HOME, HOPE and CDBG financing, as well as FHLB programs, Sec. 42 and New Markets tax credits, and other bond financing and guarantee programs.  He is well versed in these programs including the financial analysis and planning aspects.  He has also worked in affordable housing agencies and public housing authorities.  These are all program areas that MDC is active in or needs to become more familiar with in the future.  Mr. Guice would add a great deal to MDC's board in that regard.

 

 

MADISON ELECTION ADVISORY COMMITTEE

 

NICOLE FITE, 5500 Groveland Terr., 53716 (16th A.D.) - appoint to the remainder of a two-year term to the position of Citizen Member.  Ms. Fite is a Project Manager with the Department of Workforce Development.  She has served as an election volunteer and as a chief election official in Madison for the last eight years.  In addition, she served on a SWAT team, formed by the City Clerk's office, to troubleshoot issues that arose on the day of general elections.  She succeeds Christian L. Odom.

Rationale: Ms. Schatz has retired form her work with talented and gifted young people, for whom she sought senior adult mentors.  She brings skills in intergenerational programming and volunteerism to her work with the Senior Center Board of Directors.

He succeeds Eric S. Hoyt who graduated. Norman Davis.
