The proposed resolution authorizes a non-competitive agreement with the United States Geological Survey (USGS) to perform various activities currently housed under several different existing agreements. This combined single contract will cover the next 5 years (January 1, 2022 - December 3, 2026). Services under the existing Flood Modeling / GI Assessment and Chloride Monitoring contracts will be extended by this resolution. The existing contracts that currently cover these individual costs will be terminated upon execution of the new agreement. The estimated existing contract costs are broken down as follows:

1. RES-21-00077; USGS Agreement #21NKJFA001; City Contract 9020; ($93,000 from 10/1/20 thru 12/31/2023) The City of Madison will provide $93,000, reimbursed by the League of Wisconsin Municipalities, and the USGS will contribute $31,000 in matching funds. The existing 2021 Adopted Operating Budget for the Stormwater Utility has previously been amended with an increase of $31,000 under RES-21-00077.
2. RES-20-00131, RES-20-00514 (rescinded) & RES-21-00055; USGS agreement #21NKJFA001 & #21NKJFA001_01; City Contract 8880 & Amendment 1; EXTEND 2 YEARS
The 2020 Adopted Storwmater Utility Operating Budget has approved this work through 2024 under RES-21-00055
The additional $229,000 for years 2025 and 2026 will be funded under the 2022 Stormwater Utility Operating Budget.
3. RES-17-00606; USGS Agreement #17EMWI000000060; City Contract 8050 ($95,000 from 4/1/17 thru 12/31/21); EXTEND 5 YEARS
The additional $141,500 for years 2022 through 2026 will be funded under the 2022 Adopted Stormwater Utility Operating Budget. No additional appropriation is required.

Authorizing the Mayor and City Clerk to enter into a non-competitive agreement with the USGS for City of Madison Master Services Contract, which will combine and extend existing contracts into a single 5-year contract. (Citywide)
Body
WHEREAS, The City of Madison Stormwater Utility has several agreements with the United States Geological Survey (USGS) related to Stormwater monitoring, including the effects of various leaf collection methods, the installation and maintenance of stormwater flood monitoring equipment and the respective analysis of distributed green infrastructure and choloride monitoring within specified areas; and
WHEREAS, the Stormwater Utility desires to amend certain portions of the existing agreements to extend the work provided by the USGS; and
WHEREAS, the USGS is better suited for doing this type of work in a more cost effective manner; and
WHEREAS, it is in the USGS and City’s interest to streamline the existing agreements into one master agreement for the various services performed by the USGS for the Stormwater Utility; and
WHEREAS, upon approval and execution of the new Master Services Contract the existing contracts will be mutually terminated by each party and remaining costs and outstanding services will be moved forward into the new contract; and
WHEREAS, the Common Council has previously approved Noncompetitive Selection Request Forms for the original contracts; and
WHEREAS, extending various tasks under this agreement will require an additional Noncompetitive Selection approval.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute the agreement with the USGS for a Master Services Contract with the City of Madison not to exceed $733,000 over 5 years.
