Approving the Environmental Assessment for the CTH M / Junction Road & Mineral Point Road project and approving the roadway geometry contained in the Environmental Assessment. (9th AD).
Body
On February 6, 2007, the City of Madison and HNTB Corporation entered into an agreement for design engineering services for the reconstruction of the intersection of CTH M/Junction Road and Mineral Point Road.  The design also includes Mineral Point Road from Pleasant View Road to the Beltline, as well as CTH M/Junction Road from Isaac Drive to Valley View Road.  
 
The proposed design calls for a Modified Quadrant Grade Separated Intersection (MQGSI) at the Mineral Point and CTH M/Junction Road.  The southbound Junction Road movement will be elevated on a bridge over Mineral Point Road.  The rest of the intersection will remain at grade.  
 
The proposed design will adequately serve the traffic projections through the year 2030.
 
The proposed design was designed from the beginning with the project goal of improving the movements of pedestrians, bicycles and motor vehicles.  Each direction of roadway will include on-street bike lanes.  A pedestrian overpass and ramp system will be connected to the southbound Junction Road bridge as well as a tunnel underneath the jug handle to improve pedestrian and bicycle access to the area.  The bike and pedestrian system will be part of a regional system going from Tree Lane all the way through the proposed UW Research Park and further south to Verona.        
 
The project is planned for 2011 and 2012 construction.  The design for the project is closely coordinated with the Pleasant View Road extension planned for 2010 construction.  
 
Now therefore be it resolved that the Environmental Assessment for the CTH M / Junction Road & Mineral Point Road project is hereby approved, and
 
Be it further resolved that the roadway geometry for the CTH M / Junction Road & Mineral Point Road project is hereby approved, and
 
Be it further resolved that the approval of the Environmental Assessment and roadway geometry is contingent on a Finding of No Significant Impact (FONSI).
