The Resolution authorizes specific grant agreements with various Homeless Services providers totaling $278,387, plus $3,367 in administrative fees. Authorization for the expenditures is included in the CDBG 2009 Adopted Operating Budget, project #31, "City CDBG Commission."

BACKGROUND
The City of Madison has worked closely with a group of community-based non-profit agencies that provide services and housing to homeless people and people at risk of becoming homeless. This cooperation involves City sponsorship and administration of an annual application to the State of Wisconsin for federal and state funds for various projects. The goals of these projects are to provide financial assistance to prevent homelessness, re-house homeless households and provide essential services like case management, education, legal advocacy, and mediation. The grant is a competitive one, open to all Wisconsin communities. This year, the City was awarded $278,387 for 15 projects administrated by 13 agencies plus $13,919 $3,367 administrative fee.
 
AGENCIES
The 13 cooperating agencies each serve a particular homeless population group or offer a specialized approach or set of services to strengthen the continuum of care for homeless people within the community. These agencies include:
 
Youth Services of Southern Wisconsin-Briarpatch Division; Community Action Coalition for South Central WI; Society of St. Vincent de Paul; Tellurian, UCAN; Tenant Resource Center, Porchlight, Dane County Parent Council; YWCA of Madison; The Salvation Army of Dane County; Legal Action of WI; Stoughton Area Resource Team; Freedom, Inc.; The Road Home Dane County.
 
ACTION
Whereas, the Common Council has adopted a five-year Community and Neighborhood Development Plan which identifies homelessness as a critical issue within the community, and outlines a set of strategies and priorities to address those problems using community-based groups; and
 
Whereas, the Council has accepted the Community Plan to Prevent and End Homelessness in Dane County which includes goals and objectives representatives of these activities; and
 
Whereas, the Common Council authorized application for ESG/THP/HPP and other state funds as part of the adoption of the year 2009 budget, but specific funding for projects were unavailable at the time of the adoption of the budget to coincide with the State's mid year
award; and
 
Whereas, the CDBG staff has worked collaboratively with interested Homeless Serviced Consortium agencies and jointly developed a prioritized list of projects for submission to the State for funding; and
 
Now, therefore, be it resolved that the Common Council accept the following projects as part of the City's agreement with the State, and authorize the Mayor and the City Clerk to enter into a grant agreement with the State for acceptance of the funds, and sign agreements with the following Homeless Services Consortium agencies to implement the project:
