Body
PREAMBLE
The City is proposing to improve County Trunk Highway M and extend Pleasant View Road from Prairie Hill Road to Mineral Point Road. The intersections of Valley View Road, CTH M and Pleasant View Road as well as the intersection of Mineral Point Road and Pleasant View Road will be reconstructed into two lane roundabouts. Bicycle and pedestrian accomodations will be provided, including underpasses on CTH M and Pleasant View Road. The extension of Pleasant View Road is required for the development of the University of Wisconsin Research Park II. The City of Madison will be the lead agency for the project, which also involves Dane County. The City applied for Economic Stimulus Funding through the American Recovery and Reinvestment Act (ARRA) and the project received approval for ARRA funding.
The project will be constructed under a contract let by the Wisconsin Department of Transportation (WisDOT) and a project Agreement with WisDOT will be required for funding, oversight and construction. The proposed project is planned for construction in the year 2010.
The City of Madison and the WisDOT propose to enter into an agreement for construction and cost sharing of the proposed project. The basis for cost sharing participation is as follows:
1) Design Engineering: All design-engineering costs necessitated by the street reconstruction are 100% Local Funding. Funds for design-engineering are available in the Engineering Major Streets Capital Budget account number 810358, Pavement Management.
2) Local Utilities: The City shall pay for 100% of the cost of installing or adjusting new water and sanitary sewer mains. The City assumes full responsibility for the design, installation, testing and operation of the sanitary sewer and water system. Each affected local municipality shall pay for 100% of the costs for installing or adjusting new or existing local utilities.
3) Street Improvements: The WisDOT shall pay 100% of the costs for pavement, concrete curb and gutter, storm sewer, street lights, traffic signals, drive aprons, base material, sidewalk as needed, terrace restoration and all other necessary street improvements for completion of the project, through administration of ARRA funding.
4) Fiscal Note: These estimates are preliminary at this point. It is estimated that as final plans are prepared, a resolution will be proposed to update these figures.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk to execute an agreement with the State of Wisconsin Department of Transportation for the improvement of County Trunk Highway M & Pleasant View Road extended from Prairie Hill Road to Mineral Point Road with the use of stimulus funding for the project.
