At the current time, this resolution would apply only to the Cherokee Condominium complex on the north side. Approximately 725 units currently exist in the Cherokee condominiums, a total which may eventually reach 750 to 780. The cost of providing biweekly recycling service for Cherokee using lugger bins is estimated at $6,320 annually. The cost of biweekly cart service, which is to begin on September 12, 2005, is estimated at $7,445 per year. Automated collection of refuse is to begin in the later part of 2007. The cost to provide weekly refuse service to Cherokee using lugger bins is estimated at $19,700 annually. The cost to provide weekly refuse collection using carts is estimated at $12,715 per year. The combined cost using lugger bins is therefore estimated at $26,020, and the combined cost using carts is projected at $20,160. As amended, this resolution authorizes the provision of lugger bin services at full cost to the condominium, minus disposal (landfill) costs, with the exact fee to be set by the Streets Superintendent. Depending upon the exact fee set, the fee requirement can be expected to result in the recovery of approximately 61% - 63% of the costs associated with the refuse component of the lugger bin service.

SUBSTITUTE - Authorizing the Streets Division to provide bin collection service to condominium complexes with over 500 units from a public right of way.

WHEREAS; Pursuant to a resolution adopted by the Madison Common Council August 14, 1973, the Streets Division does not provide collection service to properties located on private streets and alleyways, and
WHEREAS; This policy was put in place because private streets and alleyways are not built up to City standards for materials and access and that these conditions still exist, and
WHEREAS; Providing service on private streets and alleyways will expose the City to liability for damage to the substandard pavement, and expose Streets Division truck operators to potentially unsafe driving conditions, and
WHEREAS; The Streets Division provides refuse and recycling collection service to condominium complexes that bring their material to a public right of way, and
WHEREAS; Providing the collecting of carts from individual condominium owners form large condominium complexes will tie up Streets Division collection vehicles and increase the operating cost of the new program, and
WHEREAS; The Streets Division currently provides bin collection service for condominium complexes with over 500 contiguous units when the bins can be placed on and serviced from public right of ways without disrupting vehicle or pedestrian traffic, and
WHEREAS; Providing bin service for condominium complexes with over 500 units has proven to be cost effective and would involve no additional cost,
WHEREAS; any condominium bin service should be provided at full cost to the condominium minus disposal fees with the exact fee to be set annually by the Streets Superintendent,
NOW, THEREFORE BE IT RESOLVED, that the Streets Division is authorized to continue to provide bin collection service for condominium complexes with over 500 contiguous units where collection bins can be placed on a public right of way without disrupting vehicle or pedestrian traffic and where they can be collected by Streets Division vehicles operating on a public street.
