Fiscal Note

The proposed resolution creates a Deputy Director position in Public Health Madison-Dane County. The Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for the creation of any new positions. The 2020 estimated cost of the Deputy position assuming a start date in mid-October is $29,000, including benefits and will be funded entirely by COVID relief funds received by Dane County. The annual cost of the position is $138,000, including benefits. In 2021 and future years the position will be funded jointly by the City of Madison and Dane County based on equalized value per the Intergovernmental Agreement. In 2021, the City’s ongoing share for the position is $62,300.

SUBSTITUTE - Creating a Deputy Director position and amending the 2020 operating budget in Public Health Madison-Dane County due to the COVID-19 health emergency.

Body

WHEREAS, in the fight against the COVID-19 pandemic, Public Health-Madison and Dane County (PHMDC) is on the front lines. In addition to the increased staffing levels identified by the department for contact tracing, testing, and other components of the response, this effort also requires additional leadership capacity to shape the strategy of the response over the short-, medium-, and long-term, including the recovery; and,

 

WHEREAS, to address this staffing gap, PHMDC has identified the need for a 1.0 FTE Deputy Director. Under general supervision of the Health Officer/Director of Public Health, this position will work as part of the Public Health Madison & Dane County leadership team and will play a key role in supporting and leading agency operations: planning, implementing and coordinating programs, procedures and policies across the department. This position will also serve as the Acting Health Officer/Director as needed; and,

 

WHEREAS,  the Intergovernmental Agreement creating the joint City-County health department requires approval of both the Dane County Board and the City Council for the creation of any new positions; and,

 

WHEREAS, the Dane County Board has approved the creation of the position on August 13, 2020; and,

 

WHEREAS, in 2020 the position will be funded entirely by COVID relief funds received by Dane County; and,

 

WHEREAS, in 2021 and future years the position will be funded jointly by the City of Madison and Dane County based on equalized value and the position is included in the 2021 Public Health Operating Budget request,

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Madison approves the creation of the above position and amends the Public Health 2020 operating budget to increase salaries ($20,000) and benefits ($8,800) for the Deputy Director position and increase Other Governmental Revenue ($28,800) from Dane County to fund the position in 2020.
