The proposed resolution amends the 2018 Stormwater Utility Capital Budget to accept a $150,000 grant from the Wisconsin Department of Natural Resources (WDNR) for the Rimrock Road Wet Pond Conversion project (MUNIS #11760) within the Stormwater Quality System Improvements capital program. The project's total estimated cost is $450,000; the Stormwater Utility plans to provide $300,000 of GO Borrowing for the local contribution for the Rimrock Road Wet Pond Conversion project in 2019, pending adoption of the 2019 Capital budget in the Fall.

Amending the 2018 Stormwater Utility Capital Budget and authorizing the transfer of a previously accepted grant from the Wisconsin Department of Natural Resources (WDNR) in the amount of $150,000 for a project known as Pretreatment and Diversion to Manitou Pond under RES-16-00477 to the Rimrock Road Wet Pond Conversion. (14th AD)

WHEREAS, previously, RES-16-00477 approved the acceptance of a WDNR grant for $150,000.00 for a project known as Pretreatment and Diversion to Manitou Pond; and
WHEREAS, the 2016 resolution RES-16-00477 which accepted the grant did not include language to amend the budget, and thus no budget authority was added at the time; and
WHEREAS, subsequent to approval of RES-16-00477, providing the ability to accept the WDNR grant the UW Arboretum which had written the WDNR in support of this project, determined that they did not want to proceed; and
WHEREAS, an easement from the UW Arboretum was needed to complete the project, and as a result the project could not proceed without the UW Arboretum support, and
WHEREAS, the City has submitted a request to the WDNR to allow for the transfer of the existing grant to a similar project; and
WHEREAS, the WDNR has indicated that they are supportive of this request; and
WHEREAS, the 2019 Storm Water Utility Capital Budget, if approved, will provided for $300,000 in funding for construction Rimrock Road Wet Pond Conversion; and
WHEREAS, a resolution guaranteeing acceptance of the funds, should they be awarded/allowed to be transferred to the Rimrock Road Wet Pond Conversion project, to/by the City is necessary to apply for this grant transfer,
NOW, THEREFORE, BE IT RESOLVED THAT:
1) The City of Madison, through the City Engineer, is authorized to apply for and accept transfer of the existing grant from the WDNR,
2) Be it further resolved that the City of Madison, through the City Engineer, is authorized to sign and submit the following: grant agreement, reimbursement claims, interim and final reports, and additional forms as required,
3) Be it further resolved that the Mayor and Common Council authorize the expenditure of grant funds in accordance with the grant application.
4) Be it further resolved that the City of Madison shall comply with all state and federal laws, regulations and permit requirements pertaining the implementation of this project and to fulfillment of the grant document provisions.
5) Be it finally resolved that the 2018 Stormwater Utility Capital Budget is hereby amended to add $150,000 of budget authority for the acceptance of the WDNR grant for the Rimrock Road Wet Pond Conversion (project 11760).
