AMENDED SUBSTITUTE - Approving plans and specifications for the Capital Square Bus Shelters Project and authorizing the Purchasing Division to solicit and receive bids for the fabrication and delivery of 5 bus shelters and alternate bids for two additional shelters.

PREAMBLE
The City is proposing to remove and replace to replace the existing bus shelters around the Capital Square. The existing seven shelters will be removed and the following locations will have new shelters installed: The following five shelters will be removed and will have new shelters installed:
1. Mifflin Street at State Street
2. Mifflin Street at Hamilton Street
3. Main Street at Hamilton Street
4. Pinckney Street at King Street
5. Main Street at King Street (provided additional sufficient funds are secured in the 2007 budget if needed available)
The following two remaining bus stops will have the existing shelters removed and benches installed. However,tThe Purchasing Division will be requesting bids for 5 shelters with an optional addition of 2 more shelters. The Council will have the opportunity to award a contract for either 5 ,6 or 7 shelters depending on bids received and available funds.The two remaining shelters will remain in service until the Council awards a contract, at which time a decision will be made whether to retain the shelters until funds are available to replace them.

However, tThe Transit and Parking Commission has requested that these shelters remain in service until funds are available to replace them.
The cost to fabricate a shelter is estimated at $70,000, which does not include demolition of the existing shelters, relocation of utilities, new concrete base/foundation, and site restoration including sidewalk.
Plans, specifications and construction costs for the site work (demolition, utilities, foundation and site restoration) have not been completed and will proceed through a separate approval process at a later date. The current estimated cost for the site work is $275,000.
MSA Professional Services, Inc. prepared plans and specifications for the State Street bus shelters and required State Street site work and has provided the City with a proposal for Design Engineering Services to prepare plans and specifications for the Capital Square site work for $24,200. City staff has reviewed the submitted proposal and recommends executing the design engineering contract with MSA Professional Services, Inc.
NOW, THEREFORE, BE IT RESOLVED, that the plans and specifications for the Capital Square Bus Shelters (structures only, no site work) be and are hereby approved subject to final verification that the shelters as constructed will conform to ADA standards; and
BE IT FURTHER RESOLVED, that the Purchasing Division be and is hereby authorized to solicit and receive bids for the fabrication and delivery of five bus shelters along with alternate bids for two additional shelters., and
BE IT FURTHER RESOLVED, that the Purchasing Division be and is hereby authorized to execute an agreement with MSA Professional Services, Inc. for Design Engineering Services
BE IT FINALLY RESOLOVED that the Transit and Parking Commission shall develop criteria for the placement and removal of shelters.
