Fiscal Note

The proposed resolution authorizes a three-year contract for engineering services at Parking Division facilities, primarily parking garages. The total price of the contact is $861,950 and includes services to perform inspection, develop plans, and contract administration. Funding is available in Parking’s 2025 Adopted Operating Budget. The contract also provides for additional consulting work to be performed upon request of the Parking Division as needs arise over the duration of the contract.  These costs will be charged to the Parking Division’s operating budget, subject to the availability of funds.  There are no specific plans for additional consulting at this time; however, the contract allows for the selected consultant to do both the planned consulting work, and work for unforeseen needs.

Authorizing the Mayor and City Clerk to enter into a competitively-selected contract on behalf of the City with Graef-USA, Inc. to provide consulting engineering services for maintenance of City of Madison Parking Division facilities.

Body

WHEREAS, the City of Madison Parking Division requires ongoing engineering services for maintenance of their parking structures and other facilities; and

 

WHEREAS, a Request for Proposal was issued to solicit proposals to select a qualified firm; and

 

WHEREAS, the Purchasing Division and Parking Division through a competitive process solicited proposals for RFP #12026-0-2024-BP, Engineering Consulting Services for Madison Parking Division Structures, and received written proposals; and

 

WHEREAS, an evaluation team consisting of the purchasing supervisor’s designee, relevant Parking Division staff, and staff from City Engineering conducted a detailed evaluation, scored and ranked each of the proposals; and Graef-USA, Inc. received the highest score; and

 

WHEREAS, Graef-USA, Inc. proposed a contract price of $861,950 and an hourly rate schedule for additional related consulting work to be performed upon request of the Parking Division as needs arise over the duration of the contract; and

 

WHEREAS, the City’s RFP advertised the contract as a 3 year contract with two optional 1 year extensions; and

 

WHEREAS, under MGO 4.26(3) service contracts of more than one year in duration and averaging more than  $100,000 per year of the contract require approval of the Common Council; and

 

WHEREAS, the average annual cost for providing engineering consulting services is approximately $172,390, with additional services as needed at the hourly rate defined in the contract;

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract on behalf of the City for consulting engineering services with Graef-USA, Inc., for the purposes and at the price described above, for a three (3) year term with two (2) optional one (1) year extensions to be effective from the date of signing.
