DRAFTER'S ANALYSIS:  This ordinance amendment unifies all parking regulations for City of Madison parks under one section number.  It also adds a three-hour parking restriction between the hours of 8:00 a.m. and 5:00 p.m. on weekdays for all parking lots in Henry Vilas Park.

The Common Council of the City of Madison do hereby ordain as follows:
1.      Sections 8.18 entitled "Parking In Law Park Regulated", 8.186 entitled "Parking at Brittingham Boathouse and Bathhouse Regulated", 8.187 entitled "Parking at Olbrich Bathhouse Regulated" and 8.189 entitled "Parking At Gates Of Heaven Synagogue Regulated" of the Madison General Ordinances are hereby repealed and Section 8.18 entitled "Parking Regulated in Certain Parks" is recreated to read as follows:
"8.18      PARKING REGULATED IN CERTAIN PARKS.
(1)      Parking Regulated at Law Park.
(a)      It shall be unlawful for the operator of any motor vehicle to park such vehicle upon the roadways in or upon any part of Law Park, except where designated and set aside for vehicle parking and only within the limits of a designated parking stall, and according to the other parking regulations found elsewhere in this section.
(b)      One or more temporary parking areas, designated by sign and delineated by roping off the periphery of the area, may be established by the City or by a person or entity who has obtained written permission from the Parks Commission, to serve the needs of patrons of special events in Law Park which have been approved by the Parks Commission.
(c)      Blair Parking Lot.
1.      No person shall park, stop, or leave standing any vehicle in a metered stall in the parking lot commonly known as the Blair Lot in the most easterly part of Law Park, between the hours of 6:00 a.m. and 6:00 p.m. Monday through Friday, without having deposited in the meter adjacent to the parking stall, a United States coin, or coins, at the rate established by the Parking Utility and approved by the Park Commission. The absence or complete functional failure of a parking meter adjacent to any parking space shall exempt operators of vehicles from the provisions of this paragraph but shall not provide an exemption from any other applicable law or ordinance.
2.      No person shall park, stop, or leave a vehicle standing at a metered stall in the Blair lot for a longer period than the applicable time limit specified on the meter adjacent to the parking stall. The absence or complete functional failure of the parking meter adjacent to the parking stall shall exempt operators of vehicles from the provisions of
this paragraph but shall not provide an exemption from any other applicable law or ordinance.
3.       No person shall park, stop, or leave a vehicle standing in a parking stall in the Blair Lot that has been reserved by official sign or markings, for vehicles bearing a permit issued by the Parking Utility, during the times indicated on official sign or markings, without a permit issued by the Parking Utility.
(2)      Parking Regulated at Brittingham Boathouse, Bathhouse and Shelter.
(a)      No person shall park, stop or leave standing any vehicle at the Brittingham Boathouse parking lot or the Brittingham Shelter parking lot whether attended or unattended, for more than three (3) hours between 8:00 a.m. and 4:00 p.m., holidays excepted.
(b)      No person shall park, stop or leave standing any vehicle at the Brittingham Bathhouse parking lot whether attended or unattended, during the months of June, July and August, for more than three (3) hours between 8:00 a.m. and 4:00 p.m. Monday through Friday, holidays excepted.
(3)       Parking Regulated at Olbrich Bathhouse.
No person shall park, stop or leave standing any vehicle at the Olbrich Bathhouse parking lot whether attended or unattended between the hours of 7:00 p.m. and 4:00 a.m.
(4)      Parking Regulated at Gates Of Heaven Synagogue.
(a)      No person shall park, stop or leave standing any vehicle within the Gates of Heaven Synagogue parking lot, whether attended or unattended, for more than three (3) hours between 4:00 a.m. and 10:00 p.m.      
(b)      No person shall park, stop or leave standing any vehicle within the Gates of Heaven Synagogue parking lot, whether attended or unattended, between the hours of 10:00 p.m. and 4:00 a.m.
(5)      Parking Regulated at Henry Vilas Park and Zoo.
No person shall park, stop or leave standing any vehicle in any of the various parking lots within Henry Vilas Park whether attended or unattended, for more than three (3) hours between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.      
(6)      Penalty.  Any person violating the provisions of this ordinance shall be subject to a forfeiture of not less than twenty dollars ($20) nor more than forty dollars ($40) for the first offense and not less than fifty dollars ($50) nor more than one hundred dollars ($100) for the second or subsequent convictions within a year."
2.      Subdivision (a) of Subsection (3) entitled "Schedule of Deposits" of Section 1.08 entitled "Issuance of Citations for Violations of Certain Ordinances and Providing a Schedule of Cash Deposits" of the Madison General Ordinances is amended by amending or adding therein the following:

(2)      No person shall park, stop or leave standing any vehicle at the Brittingham Bathhouse parking lot whether attended or unattended, during the months of June, July and August, for more than three (3) hours between 8:00 a.m. and 4:00 p.m. Monday through Friday, holidays excepted.

8.187       PARKING AT OLBRICH BATHHOUSE REGULATED.
(1)      No person shall park, stop or leave standing any vehicle at the Olbrich Bathhouse parking lot whether attended or unattended between the hours of 7:00 p.m. and 4:00 a.m.
(2)      Any person violating the provisions of this ordinance shall be subject to a forfeiture of not less than twenty dollars ($20) nor more than forty dollars ($40) for the first offense and not less than fifty dollars ($50) nor more than one hundred dollars ($100) for the second or subsequent offense within a year.
8.189      PARKING AT GATES OF HEAVEN SYNAGOGUE REGULATED.
(1)      No person shall park, stop or leave standing any vehicle within the Gates of Heaven Synagogue parking lot, whether attended or unattended, for more than three (3) hours between 4:00 a.m. and 10:00 p.m.      
(2)      No person shall park, stop or leave standing any vehicle within the Gates of Heaven Synagogue parking lot, whether attended or unattended, between the hours of 10:00 p.m. and 4:00 a.m.
(3)      Any person violating the provisions of this ordinance shall be subject to a forfeiture of not less than twenty dollars ($20) nor more than forty dollars ($40) for the first offense and not less than fifty dollars ($50) nor more than one hundred dollars ($100) for the second or subsequent convictions within a year."
