Title
Authorizing the Office of Community Services to enter into purchase of service contracts utilizing City of Madison funds allocated in the 2008 City of Madison budget for the continuation of successful Weed and Seed programs.
Body
WHEREAS, Madison has neighborhoods where crime rates and the number of residents living in poverty are higher than the citywide average and those same neighborhoods lack comprehensive plans and resources to address their special issues; and
 
WHEREAS, in 2000 City officials and staff determined that the three neighborhoods in greatest need of additional resources were the Allied Drive, Broadway lake Point and South Madison neighborhoods; and
 
WHEREAS, in 2000 staff from the Office of Community Services and Madison Police Department conducted forums with residents of the three neighborhoods to gather input and feedback on a plan for additional resources; and
 
WHEREAS, in 2000 the City of Madison applied for and was awarded Official Recognition as a Weed and Seed site by the United States Department of Justice Executive Office for Weed and Seed; and
 
WHREAS the City of Madison is currently implementing the fifth and final year of the Federal Weed and Seed grant and the Official Recognition strategy developed in 2000 and updated in the spring of 2007; and
 
WEHREAS on August 3, 2007 the United States Department of Justice awarded funding to the City of Madison a Year 5 Weed and Seed grant for the period of October 1, 2007 through September 30, 2008 in the amount of $200,000; and
 
WHEREAS this is the last Weed and Seed grant award that will be received to address the five-year strategy which began implementation in 2002; and
 
WHEREAS on September 29, 2008 the United States Department of Justice awarded the City of Madison a no-cost extension of our Year 5 grant permitting us to use those grant funds through September 30, 2009; and
 
WHEREAS during the Common Council deliberations of the City's 2008 budget, $12,300 were added to the Office of Community Services budget for the continuation of successful Weed and Seed programs; and
 
WHEREAS on November 17, 2008, the Weed and Seed Steering Committee discussed and made recommendations of how to allocate those funds.
 
NOW THEREFORE BE IT RESOLVED the Office of Community Services, following the recommendations of the Weed and Seed Steering Committee will allocate the 2008 City of Madison Weed and Seed funds as follows:
 
Up to $1,724 of City Weed and Seed funding for the creation of a South Youth Court.  These funds will be combined with Federal Weed and Seed funding in the amount of $1,276 for a total of $3,000 in start-up funding for a South Youth Court.  Dane County Timebank, Inc. will be the provider agency for this Youth Court.  Funds will be utilized between December 15, 2008 and September 30, 2009.   
 
Up to $2,500 of City Weed and Seed funding for the continuation of the anti-prostitution initiative provided the ARC Community Services, Inc.  Funds will be utilized between December 15, 2008 and September 30, 2009.   
                        
Up to $6,000 of City Weed and Seed funding for the continuation of the T.J.'s Support Brokerage Firm MAP program for leadership development and neighborhood capacity building.  An additional $1,500 will be added to this project if the Penn Park Partners allocation is not needed (see below).  Funds will be utilized between December 15, 2008 and September 30, 2009.   
 
Up to $1,500 of the City Weed and Seed funding for the continuation of the Penn Park Partners Program in South Madison.   Funds will be utilized by the Madison Police Department to work with neighborhood residents to conduct up to five positive park events such as were held in 2008.   These funds are contingent upon whether or not the Penn Park Partners program receives 2008 funding from the Emerging Neighborhoods Fund as detailed in Legislative ID # 12426.  If Penn Park Partners receives Emerging Neighborhoods Funding, they will not receive City of Madison Weed and Seed funding.   In the event Penn Park Partners is funded by Emerging Neighborhoods Funds, their $1,500 City of Madison Weed and Seed allocation will be redirected to T.J.'s Support Brokerage Firm for the MAP program listed above.  Funds will be utilized between December 15, 2008 and September 30, 2009.
 
Up to $576 of City Weed and Seed funding for the continuation of the South Madison Generations project.  Funds will be utilized by the Madison Police Department to work with neighborhood children/youth and local senior citizens to engage in community building activities such as were held in 2008.   Funds will be utilized between December 15, 2008 and September 30, 2009.
 
BE IT FINALLY RESOLVED that the Mayor and City Clerk are authorized to enter into Purchase of Services Agreements through the Office of Community Services as noted above.
