[The proposed resolution authorizes the Mayor and City Clerk to enter into a contract for Purchase of Services (Architect) with Dimension IV - Madison, LLC to provide professional architectural and engineering consultant design services and construction administrative services for the new shelter facility to be developed at 1902 Bartillon Drive, at an estimated cost of $1,059,262. Funding is available in the City’s 2022 Adopted Capital Budget for Bartillon Shelter (Munis # 13344 Contract #9207).

Approving the selection of Dimension IV - Madison, LLC to provide architectural and engineering design services, and construction administrative services, to the City of Madison associated with the development of a homeless shelter facility at 1902 Bartillon Drive (12th AD), and authorizing the Mayor and City Clerk to enter into a contract with Dimension IV - Madison, LLC to perform those services. (12th AD)
Body
WHEREAS, elected officials serving both the City of Madison and Dane County have committed to developing a shelter facility to primarily serve male identifying persons in Dane County who experience homelessness, to replace previously used venues and temporary accommodations established for that purpose since the emergence of the COVID-19 pandemic; and,
WHEREAS the Madison Common Council and Dane County Board have authorized funding in their respective Capital Budgets for this shelter, pending the preparation of more developed cost estimates; and,
WHEREAS the City’s Engineering Division requires consulting services in order to complete the Pre-Design, Schematic Design, Design Development, Construction Documentation, Bidding, Construction Administration, and Warranty phases of projects the scale of this one; and,
WHEREAS, on April 19, 2022, the Common Council adopted RES-22-00295 (Legistar File # 70582 <https://madison.legistar.com/LegislationDetail.aspx?ID=5534430&GUID=38EA90B0-5331-4F39-9F41-34745B9C3A29&Options=ID|Text|&Search=%0970582>), which approved the selection of the property located at 1902 Bartillon Drive for a permanent shelter facility primarily serving men experiencing homelessness, and authorized the City’s Engineering Division to undertake a competitive process to select an entity to provide architectural and engineering design services, subject to Common Council approval; and,
WHEREAS, on April 20, 2022, City Engineering issued a “Request for Proposals”, following a process in accordance with MGO Section 4.26 of Madison General Ordinances and in accordance with Administrative Procedure Memorandum No. 3-3, “Retaining Architect, Professional Engineers, Designers and Land Surveyors for Consultant Service”, seeking firms interested in providing the services described above, and received six proposals in response; and,
WHEREAS, an evaluation team, administered by the Purchasing Division , consisting of relevant Community Development Division and Engineering staff, and a Dane County Department of Human Services staff representative, conducted a detailed evaluation, and scored and ranked each of the proposals using criteria including cost, skill, past performance, local vendor preference, and references; and Dimension IV - Madison, LLC was selected through this process; and,
WHEREAS the scope of this project shall include architectural/engineering services that will achieve at a minimum LEED Certification-Silver per Madison Legislative File #07453 following the U.S. Green Building Council’s LEED for New Construction and Major Renovations (LEED-NC v.4) Rating System.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the selection of Dimension IV - Madison, LLC to provide professional architectural and engineering design services, and construction administration services to the shelter facility development project at 1902 Bartillon Drive; and,
BE IT FURTHER RESOLVED, that the Council authorizes the Mayor and City Clerk to enter into a Purchase of Services (Architect) contract with Dimension IV - Madison, LLC, as well as any other agreements deemed necessary, in a form to be approved by the City Attorney, to carry out the intent of this resolution.
