SUBSTITUTE Approval of Collaboration Memorandum of Understanding between the City of Madison and Madison Gas and Electric.
Body
WHEREAS, the Common Council passed Resolution RES-16-00394 on June 10, 2016 , which adopted the City of Madison Energy Work Plan and authorized the Sustainable Madison Committee (SMC) to begin discussions with senior representatives of Madison Gas and Electric (MGE) to develop a Memorandum of Understanding as a framework for ongoing collaborative action on energy-related issues;
WHEREAS, representatives of the SMC have met with senior representatives of MGE and developed such an agreement, which is known as the “Memorandum of Understanding Between the City of Madison and MGE Regarding a Framework for Collaboration on Shared Energy Goals” (MOU);
WHEREAS, the Common Council enacted RES-17-00213 (Legistar File No. 45569) on March 21, 2017 committing the City to develop a plan for City operations to achieve goals of 100 percent renewable energy and net-zero greenhouse gas emissions;
WHEREAS, the MOU is intended to facilitate the common efforts to help both parties achieve the common goals, objectives and areas of mutual interest contained ability of the City and MGE to work collaboratively on certain areas of mutual interest that will allow them to better achieve their respective energy-related goals as reflected in the City of Madison’s Energy Work Plan, the City of Madison’s plan to achieve 100 percent renewable and net zero greenhouse gas emissions and MGE’s Energy 2030 Framework;
WHEREAS, such areas of mutual interest include, but are not restricted to, expanding solar generation resources; expanding electric vehicle use; promoting energy efficiency; facilitating social equity and economic development; and reducing GHG emissions in the transportation sector;
WHEREAS, the MOU provides for City staff and representatives of MGE and the City to meet regularly to discuss and implement these goals projects and initiatives related to these areas of mutual interest and report back to the Common Council on a periodic basis;
WHEREAS, the MOU has been submitted for review to the City Attorney’s office as to form;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and the Common Council of the City of Madison hereby:
1) Approve the MOU as approved in final form by the City Attorney’s Office and authorize the Mayor, on behalf of the Common Council and the City of Madison, to execute the MOU.
