Title
Supporting and approving the City of Madison applications to WisDOT for Federal funding under the 2026-2030 Transportation Alternatives Program (TAP), the acceptance of the grant if awarded, and authorizes the Mayor and City Clerk to enter into a grant agreement with WisDOT if awarded the grant (District 3, District 10, District 11, District 15).

This resolution provides the required support of the grant application under the WisDOT Transportation Alternatives Program (TAP) and approves the acceptance of the grant and the City’s entering of a grant agreement with WisDOT if awarded the grant.
The City of Madison endeavors to provide its citizens with a robust, sustainable, multi-modal transportation system, including a major emphasis on bicycling and walking as viable and desirable modes of travel. The City has made major investments in bicycling and walking infrastructure and this priority is reflected in current budgets. Many of the City’s important existing bike-related infrastructure projects were successfully completed with Federal transportation funding in partnership with WisDOT, and the City continues to seek Federal funding for planned major bicycle or pedestrian infrastructure projects.
This application includes the following proposed bicycle and pedestrian improvement projects:
1. W Beltline Frontage Rd Shared Use Path - East of Seminole Hwy to Landmark Pl: Improvements include continuation of shared-use path to fill gap in pedestrian network and continue all ages and ability bike connection to neighborhood. Improved safety and accessibility of bus stops.
2. Garver Path Extension - North of Milwaukee Street to Marsh View Path: Improvements include an extension of the Garver Path to connect OB Sherry Park and the existing Marsh View Path that passes under WIS 30, providing improved multimodal connectivity in the area.
3. Odana Road Sidepath - Wedgewood Way to Southwest Path Connector in Odana Hills Park: Improvements include a shared use path along the Odana Hills Golf Course, providing an All Ages and Abilities bicycle and pedestrian connection where one does not currently exist.
4. Autumn Ridge Path Extension - US 51 / WIS 30 Interchange to Autumn Ridge Path overpass of WIS 30: Improvements include a shared use path extending the recently constructed Autumn Ridge Path and Bridge west to connect to a path along US 51 (Stoughton Road) and bridge over US 51.
NOW, THEREFORE BE IT HEREBY RESOLVED:
1. That the Mayor and Common Council supports the grant applications by the Traffic Engineering Division and Engineering Division to WisDOT for the Transportation Alternatives Program;
2. That the Mayor and City Clerk are authorized to sign Project agreements contracts and State/Municipal Agreements, and;
3. That the Mayor and Common Council fully support the projects included in the TAP application.
