Amending Section 2.01(1) of the Madison General Ordinances to require that all Common Council meetings adjourn no later than midnight and to establish scheduled supplementary meetings to be held as needed.

DRAFTER'S ANALYSIS: This ordinance establishes that all Council meetings will end at midnight, with the last item for discussion taken up at 11:30 p.m. This ordinance establishes two supplementary meetings to take action on the City budget each November and sets the dates for November, 2006. This ordinance also establishes one supplementary Council meeting each month (except August, November, and December) to be held the fourth Tuesday of the month, subject to cancellation. This ordinance was not adopted at the Council's January 3, 2006 meeting, and is being reintroduced pursuant to Sec. 2.05(5), M.G.O.

Subsection (1) of Section 2.01 entitled "Meetings" of the Madison General Ordinances is amended to read as follows:
"(1) The stated meeting of the Common Council shall be held in the Council Chambers on the first and third Tuesdays of every month at 6:30 p.m., except in August and December the Common Council will meet only on the first Tuesday. In addition, in every month except August, November, and December, the fourth Tuesday shall be reserved for a supplementary Council meeting to begin at 6:30 p.m. These supplementary meetings shall be scheduled but may be canceled by a majority vote of the Common Council, which vote will be an agenda item on the meeting held on the third Tuesday of the month. All Common Council meetings shall adjourn no later than midnight, with the last item of business beginning no later than 11:30 p.m.; this time limit is subject to a suspension of rules by the Council. All unfinished business shall be automatically referred to the next meeting. This schedule shall be modified as follows:
provided, however, that
(a) In November, additional a meetings shall be scheduled for November 15, 2005 for the purpose of adopting the 2006 annual Capital and Operating Budgets. The first of these budget meetings shall be scheduled for a Tuesday night to begin at 6:30 p.m., followed on Wednesday and Thursday by supplementary meetings, if necessary, each starting at 7:00 p.m. As with regular Common Council meetings, these budget meetings shall adjourn no later than midnight, with the last item of business beginning no later than 11:30 p.m. In 2006, these meetings shall be scheduled for November 14, 15, and 16.; that additional meetings to consider the 2005 Capital and Operating Budgets shall be scheduled for November 16 and 17, 2005, if necessary, each starting at 7:00 p.m.; that the regularly scheduled meeting of November 15, 2005 shall be rescheduled to November 29, 2005; and that the regularly scheduled meeting of December 6, 2005 shall be rescheduled to December 13, 2005;
(b) that tThe regularly scheduled meeting of July 4, 2006 shall be rescheduled to July 11, 2006.; that a meeting shall be scheduled for November 14, 2006 for the purpose of adopting the 2007 Capital and Operating Budgets; that additional meetings to consider the 2007 Capital and Operating Budgets shall be scheduled for November 15 and 16, 2006, if necessary, each starting at 7:00 p.m.
