Fiscal Note
The proposed resolution amends the 2023 Parks Capital Budget by authorizing a net-neutral transfer of $680,565 in existing GO borrowing authority between major projects and an additional $60,000 in Park Impact Fee support for the Door Creek Park Shelter Project (Munis #14334). The Door Creek Park Shelter Project does not have sufficient funding to cover the award for Public Works Contract No. 9326. The available budget authority in Munis #14334 is $3,200,000 and the contract total is $3,780,498 (including contingency). The project also requires a new fiber connection to the building, estimated at $155,000, for a project total of $3,935,497. The combined existing project authority, proposed GO transfers and impact fee support total $3,940,565. No additional appropriation is required.

Title
Amending the 2023 Adopted Parks Division Capital Budget to transfer $680,565 of existing budget authority and $60,000 of additional Park Impact Fee support to the Door Creek Park Shelter Project. (District 16)
Body
WHEREAS, the adopted park master plan identifies a new multi-season, reservable shelter building in Door Creek Park; and,
WHEREAS, the 2020 Capital Budget included funding for architectural, engineering, bidding, and construction administration consultant services; and,
WHEREAS, Aro Eberle Architects was selected through a “Request for Proposal” in accordance with MGO Section 4.26 of Madison General Ordinances; and,
WHEREAS, the City of Madison and Aro Eberle Architects entered into a contract for professional architectural design services for the Door Creek Park Shelter project on May 13, 2020 (RES-20-00242, File ID 59941); and,
WHEREAS, Madison Parks, City Engineering, and the project consultant team conducted community outreach and engagement for the design of the new building; and,
WHEREAS, the proposed building will provide year-round, indoor, conditioned, reservable community space, and enhanced public restrooms in Door Creek Park; and,
WHEREAS, the Common Council authorized the Board of Public Works to advertise and receive bids for the Door Creek Park Shelter (RES-23-00036, Leg File 75279); and
WHEREAS, the construction project was let for Public Works Bidding on February 2, 2023; and
WHEREAS, and zero bids were received on April 20, 2023, and
WHEREAS, the construction project was let a second time for Public Works Bidding on May 12, 2023; and
WHEREAS, three bids were received on June 22, and additional funds are necessary to award the Public Works contract and complete the project to close out; and
WHEREAS, no increase in general fund supported General Obligation borrowing is required to transfer existing budget authority to the Door Creek Park Shelter project; and
WHEREAS, the amendment provides sufficient funding through construction completion and project close out; and
NOW, THEREFORE, BE IT RESOLVED that the 2023 Adopted Parks Division Capital Budget is amended to transfer $680,565 of existing budget authority and $60,000 of additional Park Impact Fee support to the Door Creek Park Shelter Project.
