The cost for blight studies under the terms of the contract range from $60 to $150 per parcel, depending on the number of parcels. Planning staff estimate that the aggregate annual cost for blight studies may range around $50,000, but, again, the total cost depends on the number of parcels requiring study. Funding of $90,000 to support such studies (and other preliminary planning work) is included in the 2013 adopted operating budget of the Director of Planning and Community and Economic Development. Some of the costs for initial studies may later be recovered if a billable TID or project is subsequently established after the initial studies.

Authorizing the execution of a contract with MSA Professional Services, Inc. and the expenditure of up to $90,000 for Survey of Condition ("Blight Study") Services for the creation of Tax Increment Districts ("TIDs") and Redevelopment Districts.
Body
WHEREAS, from time to time, the City of Madison ("City") desires to create TIDs as authorized under WI State Statute 66.1105; and
WHEREAS, from time to time, the Community Development Authority of the City of Madison ("CDA") desires to create Redevelopment Districts under WI State Statues 66.1333; and
WHEREAS, both of these actions require the completion of a Blight Study; and
WHEREAS, the City of Madison issued a Request for Proposals ("RFP") for Blight Study Consultant Services on November 12, 2012, with responses due on December 14, 2012; and
WHEREAS, MSA Professional Services, Inc. submitted the only proposal, which was reviewed by City Staff and determined to meet all of the requirements of the RFP; and
WHEREAS, Madison General Ordinance 4.26(3) and (5) allow the Finance Director or designee to sign contracts for purchase of services when certain conditions apply, including that the average cost is not more than $50,000 per year; and
WHEREAS, the size and cost of the Blight Studies that have been requested in recent years have increased nearing an annual average of $50,000; and
WHEREAS, City Staff wishes to be prepared to respond to requests for large and costly Blight Studies while ensuring compliance with Madison General Ordinance 4.26(3) and (5):
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the expenditure of up to $90,000 for the completion of Blight Studies as required to create TIDs and Redevelopment Districts, and;
BE IT STILL FURTHER RESOLVED, that the contract shall be for a period of 1 year, with three additional one year renewals, and;
BE IT STILL FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract with MSA Professional Services, Inc. in an amount not to exceed $90,000, in a form approved by the City Attorney.
