PREAMBLE
The Wisconsin Department of Transportation (WDOT) is proposing to reconstruct the I-39/90/94 bridges over Lien Road in the City of Madison. The bridges are in poor condition and WDOT has determined that the bridges should be replaced. The proposed project is planned for construction in the year 2010. In conjunction with the proposed project, Lien Road, within the project limits, will be expanded to an urban 4-lane divided cross section with (4) 11-foot lanes, 5-foot bike lanes, new curb and gutter and new sidewalk.
The City of Madison and the WDOT propose to enter into an agreement for construction and cost sharing of the proposed project. The basis for cost sharing participation is as follows:
1) Design Engineering: All design-engineering costs necessitated by the street or road construction is 100% eligible for State Funding.
2) Real Estate Plat Preparation: The City is responsible for 100% of the real estate plat development cost for the proposed expansion of Lien Road. The State will perform the real estate plat development, as requested by the City.
3) Real Estate Acquisition: The City is responsible for 100% of the real estate acquisition cost necessary for the proposed expansion of Lien Road. The City will perform all real estate acquisition activities other than plat preparation.
4) I-39/90/94 Bridges: The City is responsible for the calculated Lump Sum of $139,470 per bridge, which is 25% of the cost for additional bridge length needed for the expanded Lien Road cross section. The State is responsible for the remainder of the cost for the reconstruction of the bridges.
5) Lien Road Construction: The City is responsible for the costs of the proposed widening of Lien Road, which is approximately 60% of the total cost for reconstruction of Lien Road. The State is responsible for the existing cross section cost, which is approximately 40% of the total cost for reconstruction of Lien Road.
6) Community Sensitive Design (CSD): The CSD funding is 100% Federal/State with a lump sum limit of $208,584. The City will be responsible for 100% of the costs of the aesthetic items over the limit. The CSD funding is to be used on aesthetic bridge features only and must be approved by the State.
7) Local Utilities: The City shall pay for 100% of the cost of installing or adjusting new water and sanitary sewer mains. The City assumes full responsibility for the design, installation, testing and operation of the sanitary sewer and water system.
8) New Sidewalk: The City is responsible for 100% of the cost of new sidewalk on Lien Road.
NOW, THEREFORE, BE IT RESOLVED, that the plans and specifications for the Lien Road Underpass of I-39/90/94 are hereby approved.
BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for reconstruction and cost sharing of the Lien Road Underpass of I-39/90/94.
BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute amendments to the original agreement provided the total City share contained in the original agreement plus all amendments does not exceed $800,000.
