Fiscal Note
The 2008 Adopted Parks Capital Budget (Project #18, page 295) authorized $200,000 of expenditures for the Elver Park Snowmaking Equipment Project. Funding of $150,000 was anticipated from a donation from the Madison Community Foundation, supplemented by $50,000 of funds to be raised through the sale of a parcel of Elver land. This resolution raises total project authorization by $40,000 to a new total of $240,000, and also removes the land sales requirement of $50,000. The resulting funding gap of $90,000 is to be filled by the transfer of $50,000 from Project #9 "Parks Matching Fund", the donation of $20,000 from the Madison Nordic Ski Club, and the receipt of $20,000 of unidentified donations. If the donation of the additional $40,000 of funds does not materialize, the Parks Division will prepare an amendment transferring in the remaining funding from another Parks capital project.

Title
To authorize the Mayor, City Clerk and Parks Superintendent to accept a $150,000 grant from the Madison Community Foundation for snowmaking and trail grooming equipment for the Elver Park Sledding Hill, and to amend the 2008 Capital Budget for the project.
Body
The Parks Division of the City of Madison has applied to the Madison Community Foundation for a grant to provide snowmaking and grooming equipment on the Elver Park sledding hill, and has received notification that the Foundation will provide a grant of $150,000. The Madison Nordic Ski Club has also agreed to donate $20,000 or more to support snowmaking and ski trail grooming around and near the sledding hill.
The Parks Division is also working on a request from the Wisconsin Youth Company to establish an after-school drop-in program for middle and high school youth at the Elver Park Shelter. The youth would be able to participate in winter sports activities supported by the snowmaking, including programs offered by the Madison Nordic Ski Club.
The 2008 Capital Budget had anticipated the receipt of $50,000 in City money from the sale of park property to the Water Utility, plus the $150,000 from the Madison Community Foundation. The land sale has not occurred so other city funds will have to be budgeted.
NOW, THEREFORE, BE IT RESOLVED that the Parks Division of the City of Madison is authorized to accept a $150,000 grant from the Madison Community Foundation for snowmaking and grooming equipment for the Elver Park sledding hill, and that the Parks Superintendent, Mayor and City Clerk are authorized to enter into the grant agreements.
BE IT FURTHER RESOLVED That all such agreements shall be in a form approved by the Risk Manager and the City Attorney.
BE IT FURTHER RESOLVED that the Parks Division is authorized to solicit and accept other donations for the project, including funds from the Madison Nordic Ski Club to support skiing activities.
AND BE IT FURTHER RESOLVED that the 2008 Capital Budget be amended to increase the authorization for Elver Park Snowmaking Equipment to $240,000, to be funded by $50,000 of GO debt transferred from Parks Matching Fund, and up to $190,000 funded by other.
