The Resolution reallocates $30,101 in Community Resources funding that has been included in the 2008 OCS operating budget.  There is no impact on cost controls or levy.

Authorizing the City of Madison, through the Office of Community Services, to terminate a contract with Dane County Parent Council and reallocate the remaining unused funds to the Bridge Lake Point Waunona Neighborhood Center to serve elementary age children from the Great Gray neighborhood.
Body
WHEREAS, the 2008 City of Madison operating budget allocated $307,523 to Dane County Parent Council, of which $34,101 was for the Wexford Family Center to provide infant & toddler child care for low income families in the Wexford neighborhood; and
 
WHEREAS, Dane County Parent Council decided to close the Wexford Family Center on March 31, 2008 due to a lack of enrollment in the program;
 
WHEREAS, from January 1, 2008 through March 31, 2008 Dane County Parent Council expended $4,089.84 for the Wexford Family Center leaving a balance of their appropriation of $30,101.16 to be reallocated;
 
WHEREAS, the Early Childhood Care and Education Board (ECCEB) indicated that they would like to reallocate the funds in such a way that meets their highest priority goal of funding infant and toddler child care for low income families; and
 
WHEREAS, the Office of Community Services for several years has provided stabilization funding to City accredited child care centers  that serve large numbers of  low-income infants & toddlers in an effort to maintain full-time child care slots for those children when other funding is disrupted; and
 
WHEREAS, in the Spring of 2008 the City of Madison through the Police Department, Office of Community Services and the Mayor's Office became aware of emerging issues in the Great Gray neighborhood on Madison's southeast side.  Issues ranged from increased police calls, behavioral issues related to the children & youth attending Glendale, Sennett and LaFollette, and the lack of positive activities for these children and youth after school and during the summer; and
 
WHEREAS, the Bridge Lake Point Neighborhood Center submitted an application through the 2008 Emerging Neighborhoods Fund during it's spring allocation round requesting funds to expand their after school and summer school age program to serve children from the Great Gray neighborhood that did not receive funding; and
 
WHEREAS, the Bridge lake Point Neighborhood Center submitted a 2009-2010 purchase of service application through the Office of Community Services Early Childhood Care and Education Board to provide services to elementary school age children from the Great Gray neighborhood.   During it's 2009 funding deliberations, the ECCEB heard testimony from the Principal of Glendale Elementary School and from the Executive Director of the Bridge Lake Point Waunona Neighborhood Center concerning the emerging issues and challenges for elementary school age children living in the Great Gray neighborhood on Madison's southeast side; and
 
WHEREAS, on August 15, 2008 the Mayor's Office conducted a meeting including the alderperson, staff from the Office of Community Services, CDBG, Public Health, CDA, Police, Dane County Human Services, United Way, the Madison Metropolitan School District, MSCR, area landlords and the developer to discuss the issues that have emerged from the Great Gray neighborhood; and
 
WHEREAS, on August 27, 2008 the ECCEB voted to reallocate $20,101.16 to the stabilization funds to be shared by CDI, Great Beginnings and Animal Crackers using the existing stabilization formula criteria and to allocate $10,000 to the Bridge Lake Point Waunona Neighborhood to serve up to15 elementary school age children from the Great Gray neighborhood in their after school program during the fall semester of 2008.
 
NOW THEREFORE BE IT RESOLVED, that the Office of Community Services is authorized to reallocate $30,101.16 from Dane County Parent Council and provide $20,101.16 to the child care stabilization fund and $10,000 to the Bridge Lake Point Waunona Neighborhood Center; and
 
BE IT FURTHER RESOLVED, that the $20,101.16 reallocated to the stabilization funds will be administered by the Office of Community Services staff through the existing stabilization fund process; and
 
BE IT YET FURTHER RESOLVED, that the Mayor and City Clerk are authorized to enter into an amended purchase of service agreement, through the Office of Community Services, for up to $10,000 with the Bridge Lake Point Waunona Neighborhood Center.
