I hereby submit, for your consideration and approval, the following resident committee appointments.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
COMMITTEE ON EMPLOYEE RELATIONS
MICHAEL D. O’BRIEN (15th A.D.) - appoint to the remainder of a three-year term to the position of Resident Member succeeding Ellen M. La Luzerne. Michael O’Brien is retired from the City of Madison after 30 years of employment. He previously served as a business agent for Laborers International Union of North America, Local 236.

COMMUNITY DEVELOPMENT AUTHORITY
MARY STRICKLAND (19th A.D.) - reappoint to a four-year term to the position of Adult City Resident. First appointed 7-16-2019.

COMMUNITY DEVELOPMENT BLOCK GRANT COMMITTEE
MATT PHAIR (20th A.D.) - appoint to the remainder of a one-year term position of Second Alternate succeeding Ben Van Pelt. Matt Phair is a former alder who represented district 20 from 2011-2019 and again from June, 2022 - April, 2023. He previously served on this committee as an alder.

DISABILITY RIGHTS COMMISSION
NAKIA S. WILEY (7th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident succeeding Rhiannon Gurley. Nakia Wiley is a professional learning coordinator for the Madison Metropolitan School District. She recently earned her doctoral degree in education. She serves on several boards including Disability Pride Madison, OWNit - Building Black Wealth and NAMI (National Alliance on Mental Illness).

BARBARA VEDDER (12th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident succeeding Chan M. Stroman. Barbara Vedder is a long time disability rights advocate. She is a former Dane County Board supervisor and City of Madison alder who recently finished another stint on the Common Council when she was appointed to represent district 12 from January - April, 2023.

Plan Commission recommendation:
ARNOLD (GABE) MENDEZ (1st A.D.) - appoint to the position of Plan Commission Member succeeding Patrick Heck.

ROBBIE WEBBER (5th A.D.) - appoint to the position of Transportation-related Committee Representative succeeding Badrinath (Badri) Lankella.

LANDMARKS COMMISSION
JACOB D. MORRISON (13th A.D.) - appoint to a three-year term to the position of Registered Architect succeeding David W.J. McLean. Jacob Morrison is a licensed architect in Wisconsin and New York. He is a founding partner of design firm, Morrison Tills Studio (MoTiS) which recently merged with Knothe Bruce Architects, where he is now a partner.

KATHERINE N. KALISZEWSKI (9th A.D.) - reappoint to a three-year term to the position of Adult City Resident. First appointed 5-2-2017.

MADISON FOOD POLICY COUNCIL
ANGELINA MICO (5th A.D.) - appoint to the remainder of a three-year term to the position of Health Care Provider Representative succeeding Allison M. Dopf. Angelina Mico is a NICU (neonatal intensive care unit) Milk Technician at UnityPoint Health - Meriter Hospital. She served as an executive director and head chef for Slow Food UW - producing locally sourced, plant-based, nutritious and affordable meals. She is a recent graduate of the UW-Madison with a degree in Dietetics and Clinical Nutrition Services.

MADISON’S CENTRAL BUSINESS IMPROVEMENT DISTRICT (BID) BOARD
Note: Per the Business Improvement District [BID] Operating Plan as approved by the Common Council, “Wisconsin Statutes section 66.1109(3) (a) requires that the Board be composed of at least five members and that a majority of the Board members shall either own or occupy real property in the District. If the actual property or business owner is an entity, that entity shall designate a representative to act on its behalf.”
MEAD A. BRADLEY, Lake Mills - appoint to the remainder of a three-year term to the position of At-Large BID Property Owner Representative succeeding Emily Mehl.
TERM EXPIRES: 1-18-2024
Rationale: Mead Bradley is the Director of Property Management and Operations for Urban Land Interests (ULI). ULI is the largest property owner in the BID.

LISA CHAMBERS (7th A.D.) - appointed to the position of Mayor or Designee succeeding Brenda Konkel. Lisa Chambers is the Administrative Director at the Morgridge Center for Public Service at UW-Madison.

VINCENT CHA (11th A.D.) - reappoint to a three-year term to the position of Resident Member. First appointed 3-1-2022.
