Fiscal Note

The proposed resolution authorizes the Mayor to accept a Project Safe Neighborhoods grant from the State of Wisconsin Department of Justice in the amount of $175,245 and to utilize the funds to address and reduce violent crime, especially among 17-25 year olds. Public Health Madison Dane County is participating in the grant, however, the budget will reside within the Police Department. There are no matching requirements and there is no impact on the levy.

Amending the Police Department’s 2019 operating budget, and authorizing the Mayor and Chief of Police to accept a Project Safe Neighborhoods grant award from the State of Wisconsin Department of Justice in the amount of $175,245 and to utilize these funds toward a Partnership for a Safer Madison initiative.

Body

WHEREAS, the U.S. Department of Justice has developed a nationwide Project Safe Neighborhoods (PSN) initiative to reduce violent crime, gun violence and gang activity, by linking together federal, state, and local law enforcement, prosecutors, and community leaders, to provide a multifaceted approach to deterring and punishing these illegal activities; and,

 

WHEREAS, this ongoing effort will allow local law enforcement to combat violent crime by building on the effective strategies and partnerships developed under PSN; and,

 

WHEREAS, the Wisconsin Department of Justice has made a subaward to the Police Department in the amount of $175,245 for its Partnership for a Safer Madison initiative through September 30, 2021; and,

 

WHEREAS, the Madison Police Department and Public Health Madison and Dane County will use the funds to address and reduce violent crime, especially among 17-25 year olds; and,

 

WHEREAS, Public Health Madison Dane County will lead a strategic planning process for violence prevention and the Community Safety Intervention Team; and a process for awarding funds for neighborhood placemaking activities that address community health and/or resilience building; and,

 

WHEREAS, grant funds will be used to support the Community Restorative Court of Dane County Human Services in its efforts to help its 17-25 year-old respondents and provide restitution to victims; and,

 

WHEREAS, the Police Department will develop a driver license / suspended license recovery program and a youth vehicle theft pilot program, as well as use officer overtime and supplies to support hot spot policing, focused deterrence, and investigative services activities; and,

 

WHEREAS, the Police Department, through guidance from the Center for Children’s Law and Policy (with whom the Department is collaborating on reducing racial disparities in juvenile justice), will receive adolescent psychology and behavior training from the nationally-renowned Strategies for Youth organization which will provide a four-day Policing the Teen Brain train-the trainer workshop for MPD officers, who then can train the entire Department and others.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and Chief of Police are authorized to accept a Project Safe Neighborhoods grant award from the Wisconsin Department of Justice in the amount of $175,245.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Police Department to be used for the purposes of the grant, including modifications upon appropriate approvals from WDOJ and USDOJ.

 

BE IT FURTHER RESOLVED, that the Police Department’s 2019 Operating Budget is amended to appropriate any grant funds received to be used for the purposes of the grant, including modifications upon appropriate approvals from the Wisconsin Department of Justice.

 

BE IT FINALLY RESOLVED that that the Police and Finance Departments are hereby authorized to execute a Purchase of Services Contract with Strategies for Youth in the amount of $37,000 for its adolescent psychology and behavior training.
