Fiscal Note
The proposed resolution authorizes a contract with Spaulding Restaurant Enterprises Inc d/b/a Kavanaugh’s Esquire Club for exclusive alcohol beverage services at the Warner Park Community Recreation Center (WPCRC). The contract term is from January 1, 2025 through December 31, 2026, with the possibility of two successive two-year renewal terms. Projected revenue under this contract is approximately $10,000 for the WPCRC annually. Projected revenue is reflected in the Parks Division's 2025 Adopted Operating Budget. Projected revenue in future years will be included in the Parks Division's agency operating budget requests. No appropriation is required.

Body
WHEREAS, the City wishes to provide alcohol beverage services for Warner Park Community Recreation Center (“WPCRC”) and such services provide revenue to the City and no additional staff resources if provided by an exclusive vendor; and
WHEREAS, Contractor has been selected to be the exclusive alcohol service provider at WPCRC, providing bar service, table service, tray service and self-service of alcohol beverages to meet the needs of private event customers of WPCRC, and is qualified to provide said services; and,
WHEREAS, City and Contractor desire to enter into a written agreement providing for the operation of said services at WPCRC; and
WHEREAS, a team consisting of Parks Division and Purchasing Division staff chose Spaulding Restaurant Enterprises Inc d/b/a Kavanaugh’s Esquire Club Events to provide exclusive alcohol beverage services at WPCRC; and
WHEREAS, the City’s RFB advertised the contract as a two year contract from January 1, 2025 through December 31, 2026, with the possibility of two successive two-year renewal terms; and
WHEREAS, under MGO 4.26(3) (e) service contracts of more than three years in duration require approval of the Common Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute an Agreement with Spaulding Restaurant Enterprises Inc d/b/a Kavanaugh’s Esquire Club Events for exclusive alcohol beverage services at WPCRC for the purposes and for the length of time listed.
BE IT FINALLY RESOLVED that the Parks Superintendent, or designee, is authorized to sign related paperwork or forms associated with the administration of the grant, after consultation with the City Attorney where appropriate.
