Fiscal Note

The proposed resolution authorizes a non-competitive agreement with the United States Geological Survey (USGS) to perform various activities over the next 5 years (January 1, 2027 - December 3, 2031). The estimated contract cost is $847,517 for the 5 years broken out as follows:

Year 2027 - $195,798

Year 2028 - $223,370

Year 2029 - $173,761

Year 2030 - $114,532

Year 2031 - $140,056

Total - $847,517

Funding will be included in the Stormwater Utility’s 2027 and future Operating Budget Requests and will be contingent upon adoption of sufficient budget authority in the future Operating Budgets by the Common Council.

Body

WHEREAS, The City of Madison Stormwater Utility has a long standing working relationship with the  United States Geological Survey (USGS) related to Stormwater monitoring, including the effects of watershed renewal through green infrastructure, road sand storage effects on runoff and biolfiltration, urban flash flooding warning network management, stormwater and precipitation monitoring network management and studying saturated hydraulic conductivity in green infrastructure; and

 

WHEREAS, the Stormwater Utility currently has a 5-year Master Contract to perform work, complete data analysis and perform studies on behalf of the City of Madison; and

 

WHEREAS, portions of the work previously describe are continuations of studies or programs that are already in progress; and

 

WHEREAS, the Stormwater Utility desires to contract with the USGS to continue these initiatives extend the work provided by the USGS for an additional 5 years; and

 

WHEREAS, the USGS is better suited for doing this type of work in a more cost-effective manner; and

 

WHEREAS, this agreement will require a Noncompetitive Selection approval.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute the agreement with the USGS for a Master Services Contract with the City of Madison not to exceed $847,517 over 5 years.
