The proposed resolution authorizes the issuance of a Request for Proposals for professional architectural, engineering design, and construction administration services for the existing building at Olin Park at an estimated cost of $505,000. The scope of services for the professional architectural and engineering consultant RFP includes developing schematic design options and cost estimates, preparing final construction documents, assisting with Board of Public Works contract letting, construction observation and submittal review, and completing construction close-out inspections. GF GO Borrowing is available to support this cost in the 2020 Adopted Parks Capital Budget under the Parks Facility Improvements project.

Body
WHEREAS, the Parks Division purchased the property at 330 E Lakeside Street in February 2019 in keeping with its goal to acquire waterfront property in an effort to increase the size of Olin Park; and,
WHEREAS, City Staff has identified the need for additional office space in the City County Building; and,
WHEREAS, City Staff has evaluated the existing building at 330 E Lakeside Street and determined that due to its quality construction, it could be reused as city office space; and,
WHEREAS, the Parks Division would vacate at least the majority of their suite in the City County Building by relocating Parks Staff to the existing building at 330 E Lakeside; and,
WHEREAS, implementation of the plan to relocate Parks Staff requires completing architectural and engineering design services to accommodate the major building systems improvements; and architectural alterations needed to meet current ADA access requirements in the existing building at 330 E Lakeside Street; and,
WHEREAS, the building could have potential additional public park and recreation purpose and Parks staff will continue to explore those opportunities in addition to the limited architectural and engineering design services contemplated by this resolution; and,
WHEREAS, the City of Madison 2020 Capital Budget includes funding for an architectural and engineering consultant design to be completed; and,
NOW THEREFORE BE IT RESOLVED, that City Staff is authorized to issue a Request for Proposals (“RFP”) for professional architectural and engineering consultant design services and construction administration services for the existing building at 330 E Lakeside Street; and,
BE IT FURTHER RESOLVED, City Staff is directed to evaluate responses to the RFP, conduct interviews if necessary, and recommend a professional architectural and engineering consultant design team contract to the Common Council for approval.
