Title: SUBSTITUTE Amending Sections 3.14(3)(a)2., 3.14(3)(b)2.c., 3.14(3)(c)2., 3.54(9)(b), 33.55(5), 33.56(4), and 33.56(5)(c)8. of the Madison General Ordinances to separate the positions of City Traffic Engineer and City Parking Manager, renaming the City Parking Manager to Parking Division Manager and to make necessary changes in the Department of Transportation Ordinance to reflect that change.

Fiscal Note

The proposed ordinance change separates the City Traffic Engineer & Parking Manager position into a City Traffic Engineer position and a Parking Division Manager position. The City Traffic Engineer position will remain in the same compensation group (CG) and range (R) as the current combined position. The Parking Division Manager classification is created in a companion resolution (Legistar file ID 52988). That resolution creates a new classification of Parking Division Manager in CG18, R17, deletes the existing classification of Assistant Parking Utility Manager in the same CG and Range, retitles position #1275 as a Parking Division Manager in the Parking Utility operating budget, and reallocates the incumbent to the new position. The new classification is in the same compensation group and range as the existing classification. There is no fiscal impact.

DRAFTER'S ANALYSIS:  Currently, the city’s ordinances combine the jobs of the City Traffic Engineer and City Parking Manager into one position called the City Traffic Engineer & Parking Manager.  The former City Traffic Engineer & Parking Manager recently retired.  The City prefers to split this position into two separate positions and rename the City Parking Manager to Parking Division Manager.  This ordinance accomplishes that change by amending Sec. 33.54(9)(b) to reflect this change and then amending each Section 3.14 (Department of Transportation), Sec. 33.55 (Transportation Policy and Planning Board) and Sec. 33.56 (Transportation Commission) to reflect that change.

The Common Council of the City of Madison do hereby ordain as follows:

 

                     1.                     Paragraph 2. entitled “Management” of Subdivision (a) entitled “Traffic Engineering Division” of Subsection (3) entitled “Divisions” of Section 3.14 entitled Department of Transportation” of the Madison General Ordinances is amended to read as follows:

 

“2.                      Management. The Traffic Engineering Division shall be managed by the City Traffic Engineer & Parking Manager, who shall also:

a.                      Serve as the City Highway Safety Coordinator;

b.                     Serve as the executive secretary of the Transportation Commission as provided in Sec. 33.56(4); and

c.                      Under the direction of the Director of Transportation, work with the City Transit Manager and City Parking Division Manager to ensure the duties outlined in sub. (2) above are fulfilled.”

 

                     2.                     Subparagraph c. of Paragraph 2. entitled “Management” of Subdivision (b) entitled “Transit Division” of Subsection (3) entitled “Divisions” of Section 3.14 entitled Department of Transportation” of the Madison General Ordinances is amended to read as follows:

 

“c.                      Under the direction of the Director of Transportation, work with the City Traffic Engineer & and Parking Division Manager to ensure the duties outlined in sub. (2) above are fulfilled.”

 

                     3.                     Paragraph 2. entitled “Management” of Subdivision (c) entitled “Parking Division” of Subsection (3) entitled “Divisions” of Section 3.14 entitled Department of Transportation” of the Madison General Ordinances is amended to read as follows:

 

“2.                      Management. The Parking Division shall be managed and supervised by the City Traffic Engineer & Parking Division Manager, who shall also:

a.                     Serve as the executive secretary of the Transportation Commission as provided in Sec. 33.56(4);

b.                     Under the direction of the Director of Transportation, work with the City Traffic Engineer and Transit Manager to ensure the duties outlined in sub. (2) above are fulfilled.”

 

4.                     Subdivision (b) entitled “Positions” of Subsection (9) entitled “Compensation of Managerial Employees” of Section 3.54 entitled “Compensation Plan” of the Madison General Ordinances is amended by amending therein the following:

 

“(b)                      Positions. This subsection shall apply to the following positions:

 

                     City Traffic Engineer & Parking Manager

 

5.                     Subsection (5) entitled “Executive Secretary” of Section 33.55 entitled “Transportation Policy and Planning Board” of the Madison General Ordinances is amended to read as follows:

 

“(5)                     Executive Secretary. The Director of Transportation shall serve as chief administrative officer and executive secretary of the Transportation Policy and Planning Board and, with the assistance of the Director of Planning, Community & Economic Development, the City Engineer, the City Transit Manager, and the City Traffic Engineer, and the Parking Division Manager, shall ensure that the Board has the resources necessary to address the transportation issues the Board considers.”

                     

                     6.                     Subsection (4) entitled “Executive Secretary” of Section 33.56 entitled “Transportation Commission” of the Madison General Ordinances is amended to read as follows:

 

“(4)                     Executive Secretary. The Director of Transportation shall designate either the City Transit Manager, or the City Traffic Engineer, & or the Parking Division Manager to serve as executive secretary of the Transportation Commission. Each designation shall last for two years at which point the Director of Transportation shall consider alternating the appointment to the other division manager.”
