Fiscal Note

The proposed resolution awards five purchase of service contracts, totaling $239,000, and authorizes entry into an $80,000 noncompetitive service contract with the Northside Planning Council, Inc. to address issues of youth violence on Madison’s Northside. Funding for the proposed service contracts is provided by a $750,000 grant from the US Department of Justice-Office of Juvenile Justice and Delinquency Prevention to conduct a 2-year youth violence prevention project on Madison’s Northside. The grant was accepted by adopted RES-16-00776 (Legistar file 44517), which also authorized a contract with the Wisconsin Council on Children and Families (WCCF) to coordinate the development of a Strategic Plan. WCCF then contracted with the Northside Planning Council, Inc. as uniquely qualified and the only source in the geographic area specified in the Federal grant (the Northside) to serve as lead partner in developing the community-driven Strategic Plan. The five other contractors proposed by this resolution were selected by a request for proposals (RFP) process. The Community Development Division received nine proposal requests for a total of $725,375.

Title

Authorizing the City, through the Community Development Division, to enter into various purchase of service contracts funded by a grant from the U.S. Department of Justice - Office of Juvenile Justice and Delinquency Prevention to address the issues of youth violence on Madison’s Northside and guided by recommendation from a rigorous community-based strategic planning process.

Body

WHEREAS the City accepted a $750,000 grant from the US Department of Justice-Office of Juvenile Justice and Delinquency Prevention (RES-16-00776) to conduct a 2-year youth violence prevention project on Madison’s Northside; and

 

WHEREAS the Community Development Division completed an extensive planning phase utilizing a planning group of 37 community stakeholders comprising individuals with diverse expertise and lived-experiences, more than 60% Northside residents and more than 50% people of color and this process resulted in a community-driven strategic plan to address violence and the impact of violence on Madison’s Northside that was approved by the USDOJ; and

 

WHEREAS more than 50 Northside youth were also engaged in the strategic planning process through activities involving at-risk youth, the North Police District, community center staff, neighborhood navigators, and other partners; and

 

WHEREAS the community planning group worked together for more than 8 hours to complete the strategic planning process using information gathered  from more than a dozen meetings with community stakeholders, 6 focus groups, 80 formal community surveys, and hundreds of informal conversations; and

 

WHEREAS, the approved plan is called “Madison’s Northside: A Safe and Thriving Community Strategic Plan” (hereafter, “Strategic Plan”); and

 

FIVE SELECTED CONTRACTORS:

 

WHEREAS the strategic planning group was tasked with identifying strengths, weaknesses, opportunities, threats and priorities to address violence prevention and the impact of violence to create the specific goals, outputs and outcomes for the Strategic Plan; and 

 

WHEREAS the Community Development Division issued a Request for Proposals that included four program types identified in the Strategic Plan, including a youth employer coalition, youth employment, youth leadership peace project and youth program expansion for a total of $278,000; and

 

WHEREAS the Division received a total of $725,375 in proposal requests including one for the youth employer coalition, three for youth employment, one for youth leadership and four for youth program expansion; and

 

WHEREAS a review group made-up of community stakeholders who developed the Strategic Plan, including residents and representatives from the school district, county government and the non-profit sector and staff from six different City Departments/Divisions read the proposals and submitted their scores to the City; and

WHEREAS City staff from CDD, EDD, MPD PHMDC and the Mayor’s Office, taking into consideration the aforementioned scores, federal guidelines for intended populations, and data reporting requirements, recommends the award of the following contracts:

                     Briarpatch Youth Services: up to $15,000 to create and coordinate a Northside Youth Employer group dedicated to increasing positive employment outcomes for youth by ensuring more trauma-aware employment practices; and up to $70,000 to create youth employment opportunities for 24, 14-15 year old, system-involved youth on Madison’s Northside, in work that enhances connection to community.

                     Opportunity Inc (Fiscal agent: New Dei Corp.): up to $30,000 for the Youth Emerging Successfully (YES!) youth leadership and skills training program.

Madison Starlings Volleyball: up to $24,000 for the enhancement of pro-social activities offered to system involved Northside Youth through volleyball.

                     Dane Arts Mural Arts in collaboration with Art and Design Works: up to $40,000 for the enhancement of healing and pro-social behaviors through arts engagement with vulnerable and systems-involved Northside youth.

                     Vera Court Neighborhood Center: up to $60,000 for the expansion of youth programming, safe and trauma-informed spaces on Madison’s Northside for vulnerable and system-involved middle and high school youth.

 

COMMUNITY ENGAGEMENT CONTRACT -  NORTHSIDE PLANNING COUNCIL

 

WHEREAS RES-16-00776 also authorized a contract with the Wisconsin Council on Children and Families (WCCF), to coordinate the development of the Strategic Plan, and WCCF in turn contracted with the Northside Planning Council, Inc. (NPC) as uniquely qualified and the only source in the geographic area specified in the Federal grant (the Northside) to serve as lead partner in developing the community-driven Strategic Plan; and

 

WHEREAS the USDOJ- approved Strategic Plan identifies the Northside Planning Council, Inc. at the vendor to provide additional, required community engagement services under the grant, and;

WHEREAS MGO 4.26 requires Common  Council approval of service contracts over $25,000 that have not been competitively selected and CDD wishes to contract directly with NPC to continue the community engagement work which includes building and supporting trusting relationships across various Northside constituencies, encouraging strong civic participation and advocacy to improve community resources, maintaining a Northside Community Council, hiring  five Neighborhood Navigators/resident community organizers to provide direct outreach and communication with Northside residents, hosting listening sessions and youth forums with communities affected by gun and gang violence, and continuing to provide leadership and support needed to sustain the Safe Families, Strong Community collective impact partnership for the next phase of this grant, and;

WHEREAS, contracting with NPC would also be economical because they have already been involved in this work and are familiar with the project;

NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into a noncompetitive service contract with the Northside Planning Council, Inc. in an amount up to $80,000 for the period January 1, 2018 through September 30, 2019 for the services described above; and

BE IT FURTHER RESOLVED that that the Mayor and City Clerk are authorized to enter into agreements with the five organizations listed above (or their fiscal agents) for the services described, with such contracts to have a term not longer than June 1, 2018 to September 30, 2019; and

 

BE IT FINALLY RESOLVED that any unspent Federal funds may be allocated by the Community Development Division in accordance with any requirements of the grant and applicable City purchasing policies.
