Fiscal Note
The proposed resolution approves the design, installation, and fabrication of a visual land acknowledgement and two murals at the Madison Public Market. The estimated cost of all projects is $56,975. Funding is available in the Municipal Art Fund (Munis program 65001) and the Percent for Art Ordinance allocation for the Madison Public Market project (Munis project 10069). The Municipal Art Fund portion will be funded through donations to the Fund accepted via leg file 85074 (RES-24-00578). Percent for Art funding currently available in the Madison Public Market project is $27,000. No additional City appropriation is required.

Body
WHEREAS, the Common Council adopted Resolution, I.D. 30476 on March 19, 2002, adopting the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the framework; and,
WHEREAS, the Public Art Framework and Field Guide recommends that the Madison Arts Commission create opportunities for Art in City-owned buildings; and,
WHEREAS, in October 2015, the Common Council approved the Business Plan for the Madison Public Market (RES-15-0081, Leg file 38885), affirming that the City of Madison’s long-term vision for the Public Market including an emphasis on space for public art and exhibitions; and,
WHEREAS, the Madison Public Market Foundation determined five themes for art in the Madison Public Market: Sustainability, Ecology, History, Place, and Inclusivity; and,
WHEREAS, at the September 24, 2024, Common Council approved (RES-24-00578 Leg file 85074) to amend the 2024 Municipal Art Fund to accept grants from Madison Community Foundation via the Madison Public Market Foundation with additional funds appropriated from the Municipal Art Fund which will support these projects; and,
WHEREAS, on May 13, 2025, the Madison Arts Commission recommended the implementation of the attached designs for a visual land acknowledgement by James Terry at Public Art Site-2; and,
WHEREAS, on May 30, 2025, James Terry submitted final designs based on feedback from the Madison Art Commission; and,
WHEREAS, on June 10, 2025, the Madison Arts Commission authorized an additional $50,00 from the Municipal Art Fund for public art at the Madison Public Market, and approved moving the mural by Monique Karlen and Students from La Follette and Middleton High Schools to Public Art Site-14 and adding two murals, Axolotl and Alma, by Rodrigo Carapia and Issis Macias to Public Art Site-13 to respond to the public market’s final features and finishes; and,
WHEREAS, the original painting of Alma by Rodrigo Carapia and Issis Macias is in the private collection of Sara and Carlos Alvarado who gave the City of Madison permission to license the artwork for the purpose of a vinyl reproduction for the Madison Public Market; and,
WHEREAS, SpeedPro will fabricate and install Alma and Axolotl by Rodrigo Carapia and Issis Macias, and the vinyl glass design by James Terry; Howard Grote & Sons will install the floor design by James Terry.
NOW, THEREFORE, BE IT RESOLVED, that Common Council approves the licensing, fabrication, and installation of the visual land acknowledgment by of James Terry, and two murals, Axolotl and Alma, by Rodrigo Carapia and Issis Macias at the Madison Public Market.
NOW BE IT FURTHER RESOLVED, that the Common Council approves SpeedPro fabricating and installing Alma and Axolotl by Rodrigo Carapia and Issis Macias, and the vinyl glass design by James Terry; Howard Grote & Sons installing the floor design by James Terry.
BE IT FINALLY RESOLVED, that the Common Council authorizes the Planning Division Director to sign any necessary contracts, agreements, and other documents to implement this project.
