Fiscal Note

The annualized cost of the proposed reclassification is $29,335 in savings (including benefits). The 2019 budget also authorizes double filling this position for up to four months in 2019; costs associated with the double filled position will be absorbed through savings generated by the reclassification.

Body

WHEREAS the City Treasurer intends to retire in June, 2019, and

 

WHEREAS the Treasurer’s Office is currently a stand-alone agency, and

 

WHEREAS in many jurisdictions, the state-mandated functions of the City Treasurer are performed within the Finance Department, and

 

WHEREAS, consolidation of the City Treasurer’s Office within the Finance Department will assist with standardizing revenue accounting reconciliation protocols and potentially lead to increased efficiencies and improved service, and

 

WHEREAS Madison’s Finance Director has indicated a willingness to take on the responsibilities of the Treasurer, and

 

WHEREAS the Madison General Ordinances are being updated to provide the Finance Director the state-mandated powers of the Treasurer, and

 

WHEREAS with this change, it is appropriate to move the Treasurer’s Office under the supervision of the Finance Director upon retirement of the City Treasurer, and

 

WHEREAS there is a need to hire a new manager to perform the day-to-day functions of the Treasurer prior to the retirement of the City Treasurer for cross-training purposes,

 

THEREFORE LET IT BE RESOLVED that a new classification of Treasury and Revenue Manager is created in CG18, R16.

 

BE IT FURTHER RESOLVED that a new 1.0 FTE position of Treasury and Revenue Manager is created in the Finance Department operating budget. Upon retirement of the City Treasurer in June, 2019, the classification and position of City Treasurer will be deleted, thereof
