Fiscal Note
The proposed resolution authorizes the 2017 awards for the Emerging Opportunities Program (EOP). The 2017 Adopted Operating Budget includes $150,000 for the continuation of the program that began in 2013. Through the RFP process CDD received 37 applications totaling $607,566. The proposed awards provide grants to 15 organizations with an average grant award of $10,000.

Approving the provision of up to $150,000 in 2017 Emerging Opportunities Program (EOP) funds to agencies and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated projects.

The adopted 2017 Community Development Division (CDD) Operating Budget included $150,000 in Community Agency Contracts expenditures for projects to be funded with Emerging Opportunities Program funds, as established in RES-13-00574 (Legistar # 30635, 7/22/2013).
WHEREAS, the adopted 2017 CD Division Operating Budget included $150,000 in program expenditures for EOP-funded Community Agency Contracts; and
WHEREAS, the CD Division issued a 2017 Request for Proposals solicitation with an application due date of February 27, 2017; and,
WHEREAS, the Division received 37 proposals in response to the RFP making requests totaling $607,566; and
WHEREAS, the Community Development Division Conference Committee reviewed the 37 proposals and developed the following recommended allocation plan to utilize EOP funds at its meeting on April 3, 2017:
Catholic Multicultural Center: up to $10,000 for immigration legal services and outreach.
Center for Resilient Cities: up to $10,000 for the Hmong Language and Cultural Enrichment Program to enhance Hmong students’ academic success and college preparedness through learning about their home language and culture.
Centro Hispano: up to $12,000 for the New Routes to Adults program to support and enhance jail diversion efforts related to AODA (Alcohol and Other Drug Abuse) services for the Latino community.
CEOs of Tomorrow: up to $11,000 for the Summer Entrepreneurship for Social Change program, a summer day camp providing socially responsible business training for 4th-8th graders.
Darbo Collaborative (combined requests of Brothers Aligned, Carts for Community, Mentoring Positives): up to $25,000 for collaborative youth and community engagement strategies in the Darbo neighborhood.
Deaf Unity: up to $8,000 for the development of training and resources that will strengthen collaboration between public safety and the Deaf community and increase access to communication resources in times of crisis.
Denise M. Hanson (Briarpatch Youth Services, Inc as fiscal agent): up to $7,000 for the I Am We Mentorship; a program that matches high school mentors with younger students from their neighborhoods to increase engagement for both groups of students.
Families and Schools Together, Inc.: up to $5,000 for the One City FAST Partnership which will provide wrap around support and training to families in South Madison to increase parent engagement in their children’s school.
Meadowood Neighborhood Association: up to $5,000 for the hiring of a community health worker to provide basic health and social services to the Meadowood neighborhood.
Omega School: up to $10,000 to provide employment preparedness support to residents of the near south side of Madison with the goal of increasing diversity in civil service employment.
Red Caboose: up to $13,000 for The School Age Care and OST Job Training and Retention Pilot which will provide child care worker recruitment and training.
River Food Pantry: up to $6,000 to expand its mobile meal program, Madison Urban Nutritional Children’s Hotspot, in north side neighborhoods.
Tenant Resource Center: up to $10,000 for a shelter diversion pilot program offering assistance to primarily individuals facing eviction or loss of their home.
The Salvation Army of Dane County: up to $10,000 for a shelter diversion pilot program offering assistance to families who might otherwise become homeless.
Voces de la Frontera: up to $8,000 to establish a Voces de la Frontera Madison chapter to provide education, support and services for immigrant families.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the Emerging Opportunities Program funding allocations for 2017 detailed above, as recommended by the Community Development Division Conference Committee; and,
BE IT FURTHER RESOLVED, that the Common Council authorize the Mayor and the City Clerk to execute agreements with the above listed agencies (or their fiscal agents) for the described activities.
