Fiscal Note

The proposed resolution authorizes the continuation of two contracts through the Community Building and Engagement Initiative that is funded as a Direct Appropriation in the 2016 Adopted Operating Budget. These funds were first included in the 2015 budget. If approved, the resolution will authorize contracts with Lussier Community Education Center Neighborhood Organizing Institute and Centro Hispano of Dane County.  The goal of this program is to promote civic engagement in low and moderate income neighborhoods throughout Madison.

Authorizing the use of up to $100,000 from 2016 Direct Appropriations, for the purpose of authorizing two Community Building and Engagement (CBE) contracts and authorizing the Mayor and the City Clerk to extend those contracts.

Body

The 2016 Adopted Operating Budget includes $100,000 in Direct Appropriations to support Community Building and Engagement initiatives (2016 Adopted Operating Budget pg 19). These funds were first included in the 2015 Adopted Operating Budget. In 2015, two proposals were selected mid-year in 2015, through a competitive request for proposals (RFP) process, to undertake CBE activities.  The proposed resolution will authorize contracts with the two organizations that received funding in 2015.

 

WHEREAS, the 2016 Adopted Operating Budget includes $100,000 for CBE-related as a Direct Appropriation; and,

 

WHEREAS, the Community Development Division is responsible for issuing the funds through a competitive RFP process and an interagency and community partner review group awarded funds to two projects - one proposed by Centro Hispano, the other by the Lussier Community Education Center, and

 

WHEREAS, the RFP guidelines and review group, acknowledging that these projects may need more than one contract year to achieve stated goals, contemplated the possibility of their receiving support beyond a single year, and

 

WHEREAS, on May 7, 2015 the Common Council adopted a resolution (RES-15-00410) authorizing the execution of one year contracts for the projects described below:

 

                     Lussier Community Education Center Neighborhood Organizing Institute: up to $74,984 to provide support to and develop the capacity of active leaders already at work in low income neighborhoods all over Madison.

 

                     Centro Hispano of Dane County for Programa Bienestar en Centro Hispano: up to $25,016 to build engagement in the Latino community in South Madison, using the community wellness advocacy model; and

 

WHEREAS, Both funded projects have made good progress toward meeting their stated objectives and have requested funds for a second year in order to build on and continue their efforts in developing resident leadership that will contribute meaningful community voice and engagement in civic and other processes in Madison.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council supports the extension of the two aforementioned contracts and authorizes the allocation of up to $100,000 for that purpose from 2016 Direct Appropriations; and,

 

BE IT FURTHER RESOLVED, that the Mayor and the City Clerk are authorized to execute the necessary contracts or agreements with the affected agencies (or their fiscal agents) for the described activities.
