PREAMBLE

 

The City is proposing to construct a shared use path and underpass of East Johnson Street at the Yahara River, which will provide a safe crossing for bicycles and pedestrians.  This project is a component of the Yahara River Parkway Master Plan, approved by the City in 1998.  The project has been approved for federal funding covering  80%  of the cost of design and construction, excluding sanitary sewer and water main, to a maximum cap of  $720,000.00.  The remaining costs are to be funded by the City of Madison.

 

The low bid for this project came in 40% over the estimated cost. On average to date, 2005 bridge projects in the southern portion of Wisconsin have been 25% over estimates.  The additional overage for this project has been attributed to the difficult nature of utility work and deep excavation in an urban area where utility conflicts are often encountered.  Also, the project is staged in such a way to minimize the disruption of E. Johnson Street traffic which requires extra work effort.  The bids were competitive, having received three bids, typical for a bridge project.  The options of rebidding or delaying the project were considered but upon further review it was determined that the cost of the project would not be reduced.

 

This resolution increases the authorization for the 2005 Capital Budget of Bikeways in the Engineering - Other  Budget by $349,224.  The funding for this increase came from remaining funds in Femrite Drive (810051), N. Stoughton Road (810063 & 810064), Rimrock Road (810162), and Concrete Pavement Rehabilitation (810046), all of which available funds from the completed projects were returned to debt service.

 

NOW THEREFORE BE IT RESOLVED  that the Mayor and City Clerk are hereby authorized to execute an amended  agreement with the State of Wisconsin Department of Transportation for the construction of the East Johnson Pedestrian Underpass  at the Yahara River.

 

BE IT FURTHER RESOLVED, that the 2005 Capital Budget for Bikeways(810375) is amended to include $349,224, and that the Comptroller be authorized to transfer this amount from debt service reserves for this project.
