I hereby submit, for your consideration and approval, the following resident committee appointments.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
CAPITAL AREA REGIONAL PLANNING COMMISSION
NOAH L. LIEBERMAN (14th A.D.) - appoint to the remainder of a three-year term to the position of Mayor’s Appointee succeeding Nicholas Zavos. Noah Lieberman is an analytics manager with Epic Systems. He is a former chair of the City’s Landlord & Tenant Issues Committee and twice ran for a seat on the Madison Common Council.

COMMUNITY RESOURCES COMMITTEE
JENNIFER JEFFRESS (11th A.D.) - appoint to the position of Aging/Elder Care Representative. Jennifer Jeffress is the president of the Oscar Rennebohm Foundation. She has extensive non-profit leadership experience. She has been involved with numerous organizations including several area food pantries, Rotary Foundation and Girls on the Run.

GOLSHAN MOTAMEDI (13th A.D.) - appoint to the position of Early Childhood Development/Childcare/Education Representative. Golshan Motamedi is an Infant & Early Childhood Mental Health Consultant with the Wisconsin Alliance for Infant Mental Health and a treatment foster care mental health consultant. She served on the former Early Childhood and Education Committee.

BARBARA WOLFE (3rd A.D.) - appoint to the position of Early Childhood Development/Childcare/Education Representative. Barbara Wolfe is retired after an extensive career in the field of special and general education. She served on the former Early Childhood and Education Committee and, by extension, the Community Services Committee.

SHIVA BIDAR (5th A.D.) - appoint to the position of Neighborhood Engagement/Community Well-being Representative. Shiva Bidar serves as UW Health’s vice president and chief diversity officer. She is a former alder having served district 5 on the Madison Common Council for 12 years.

MICHELLE DUNPHY (19th A.D.) - appoint to the position of Neighborhood Engagement/Community Well-being Representative. Michelle Dunphy is a parent, jewelry-maker and active community member. She is a member of Moms Demand Action and served on the former Community Services Committee.

EQUAL OPPORTUNITIES COMMISSION
EVAN T. NORDGREN (3rd A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident succeeding Anushri Bangalore. Evan Nordgren is an attorney. He works as an administrative law judge in the Equal Rights Division of the Department of Workforce Development. He was a part of the committee that created the Student Expulsion Prevention Project of Wisconsin - which provide free legal representation to students facing expulsion.

MADISON FOOD POLICY COUNCIL
WALTER H. STRANGE (11th A.D.) - appoint to the remainder of a two-year term to the position of Resident Member succeeding Sarah Larson. Walt Strange is a senior at West High School. He is the co-founder of Madison West Meals Matter Club - a group focusing on food insecurity. He has volunteered at both Habitat for Humanity and Second Harvest Food Bank.

KELSEY ABAD (6th A.D.) - reappoint to a three-year term to the position of Resident Member. First appointed 9-10-2024.

EZRA MEYER (13th A.D.) - reappoint to a three-year term to the position of Commissioner.

PERSONNEL BOARD
*WALT JACKSON, Stoughton - appoint to the remainder of a three-year term to the position of Organized Labor Representative succeeding Anne Benishek-Clark.

Rationale: Walt Jackson is a retired City of Madison employee with 27+ years of service. He began his career with the city as a parking cashier, then served as a payroll clerk and master scheduler with the Madison Police Department. He has been involved in many pre- and post-Act 10 grievances with the City’s Human Resources Department and AFSCME Local 60, and most recently City Employee Association Local 6000. He has served on numerous collective bargaining and meet & confer teams in various roles for the AFSCME local associations. In addition, he was one of the founding employee association members who worked on the post-Act 10 conversion of contract provisions into employee handbooks which are still in effect today.
SUSTAINABLE MADISON COMMITTEE
WYETH AUGUSTINE-MARCEIL (6th A.D.) - appoint to the remainder of a two-year term to the position of Second Alternate succeeding Natalie Lesnjak who assumed a regular position. Wyeth Augustine-Marceil is the sustainability engagement coordinator with the Dane County Department of Waste & Renewables.

CURTIS A. WITYNSKI (11th A.D.) - reappoint to a five-year term to the position of Member. First appointed 10-8-2024.
