PREAMBLE
WHEREAS, On September 4, 2007, at the suggestion of Mayor Dave Cieslewicz, the Madison Common Council adopted Resolution 07-00848, ID 07379, created the Jeffrey Clay Erlanger Civility in Public Discourse Award in memory of Jeff Erlanger's contributions to the City of Madison. The Mayor appointed a five member committee to select the award recipient; said award to be presented annually at the Common Council meeting closest to the November 30th birthday of Jeff Erlanger.
 
WHEREAS, the Jeffrey Clay Erlanger Civility in Public Discourse Committee has received and reviewed nominees for the 2007 award; and
 
WHEREAS, the a committee appointed by the Mayor, has made a final decision in selecting  selected R. Richard (Dick) Wagner, an individual who shares Jeff Erlanger's dedication to and compassion for public policy development, politeness, civility, and individual and human rights; and who conducts their daily life consistent with these values; and
 
WHEREAS, Dick Wagner has served the city, county and state for nearly four decades with civility, grace and diplomacy; and
 
WHEREAS, Dick's service to the community includes helping to create Period Garden Park in the early 1970's; service on the Dane County Board of Supervisors from 1980 to 1994, including service as County Board Chair; and service on countless other committees and commissions; and
 
WHEREAS, Dick's civil and thoughtful approach to difficult issues played a key role in advancing major civic projects such as Monona Terrace and Olbrich Botanical Gardens; and
 
WHEREAS, Dick continues to serve the community in various capacities, including his leadership on Transport 2020 and the Urban Design Commission; and
 
WHEREAS, in all of these endeavors, Dick has demonstrated a spirit of civility that honors the memory of Jeff Erlanger;
 
NOW, THEREFORE, BE IT RESOLVED, that R. Richard Wagner has been chosen to receive  is the recipient of the first annual Jeffrey Clay Erlanger Civility in Public Discourse Award; and
 
BE IT FURTHER FINALLY RESOLVED, that the this Award is presented to Dick Wagner at the Council meeting closest to Jeff's birthday on November 30th as a way of honoring Jeff's life and inspiring others to his high standard of passion for public policy and civility in public discourse. the Mayor and Common Council support the recommendation of the committee and congratulate R. Richard  Wagner on being the recipient of this prestigious award.
