Fiscal Note
The proposed resolution authorizes the execution of a 5-year contract with Integral Building Systems, Inc. (IBS) for planned and unplanned maintenance, installation, and ongoing support the continuing operations of the City's IT systems. The contract price will not exceed $60.00 per hour for labor costs and 15% mark up for materials and equipment. Since 2020, purchase orders for these types of services provided by IBS have averaged over $100,000. Services provided by IBS are paid for by the customer agency and absorbed in that agency's budget. Since 2020, the majority of purchase orders have related to hardware equipment installation and have been paid for out of agency capital budgets. Routine maintenance has been paid for by agency operating budgets. No additional appropration required with authorization and execution of this contract.

A Resolution authorizing a competitive selection five-year contract with Integral Building Systems, Inc for the procurement, installation, and support of structured cabling, access control, audio visual systems and security cameras.
Body
WHEREAS, the Information Technology (IT) Department requires the purchase of hardware and installation services in order to ensure the security and integrity of City spaces, connection to the City network and alignment of hardware standardization in City agencies as it relates to structured cabling, access control, audio visual systems and security cameras; and,
WHEREAS, the IT Department worked with the Purchasing Division to issue RFB # 14069-2-2025-BP to solicit proposals for such services and received one (1) proposal, the one proposal was reviewed to ensure the bidder can meet the needs of the City, and Integral Building Systems, Inc was selected through this process; and,
WHEREAS, this contract is to cover planned and unplanned maintenance, installation, hardware, and ongoing support for structured cabling, access control, audio visual systems, and security cameras, and to support the continuity of operating in the City, a five-year contract is being awarded to Integral Building Systems, Inc; and,
WHEREAS, through the RFB process, Integral Building Systems, Inc proposed a contract price not to exceed $60.00 per hour in labor costs and a 15% mark up for materials and equipment; and,
WHEREAS, the work under past contracts historically exceeded $100,000 per year and under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to sign a contract with Integral Building Systems, Inc for the purposes and at the price described above, for a term of five (5) years.
